Health insurance premiums for students and self-payers remain unchanged.

Currently, the monthly health insurance premium for self-insured people is 4.5% of the basic salary. For family health insurance, the premium will be reduced according to the number of participants in the same household. In particular, from July 1, 2025, the State budget will support at least 50% of the health insurance premium for students.

Vietnam Social Security has just issued Official Dispatch No. 1766/BHXH-QLT to the People's Council of Can Tho City regarding the response to the petition of voters of Chau Thanh A district, Hau Giang province (now Can Tho city) regarding the health insurance contribution rate.

This document clearly states that the health insurance premiums paid by people themselves and by students will not change compared to 2024. In particular, the group of students has received a minimum health insurance premium support from the State budget from 30% to 50%.

According to the feedback of voters of Chau Thanh A district at the voter contact conference before the mid-year meeting in 2025, the price of health insurance will continuously increase in the period of 2023-2024 due to the increase in basic salary.

In 2025 alone, the 2024 Law on Health Insurance stipulates that the health insurance contribution rate will continue to increase (6% compared to 4.5% previously) according to the participation level compared to the basic salary.

Voters believe that applying the basic salary to pay health insurance is not appropriate for farmers in rural areas, those who do not receive salaries and whose income is directly affected by the market prices of agricultural products and agricultural services. The current economic situation of farmers is facing many difficulties due to the devaluation of agricultural products, crop failures and high prices of production inputs. Therefore, voters recommend that the Government have separate regulations on health insurance contribution levels for households and students in 2025 and the following years.

Clause 5, Article 6 of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government stipulates that the monthly health insurance contribution for self-insured health insurance subjects is equal to 4.5% of the basic salary.

Responding to the feedback of voters in Chau Thanh A district, Vietnam Social Security provides specific information as follows: According to Clause 11, Article 1 of the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024, the monthly contribution level of the self-paying health insurance group is maximum 6% of the reference level and is paid by the subject according to the household or by the participating individual. The contribution level and the contribution support level will be regulated by the Government.

Accordingly, Clause 5, Article 6 of Decree No. 188/2025/ND-CP dated July 1, 2025 of the Government stipulates that the monthly health insurance contribution for self-insured health insurance subjects is equal to 4.5% of the basic salary.

For family members participating in health insurance during the fiscal year, the contribution will be reduced as follows: The first person contributes 4.5% of the basic salary; the second, third, and fourth persons contribute 70%, 60%, and 50% of the first person's contribution, respectively; from the fifth person onwards, the contribution is 40% of the first person's contribution.

In the case of participants who are students, people from households working in agriculture, forestry, fishery and salt production with an average living standard according to the law, when participating in health insurance, the State budget will support the contribution level.

Specifically, the State budget supports at least 50% of health insurance premiums for students; and supports at least 30% of health insurance premiums for people in households working in agriculture, forestry, fishery and salt production with an average living standard.

Vietnam Social Security affirms that, based on the above regulations, the health insurance contribution rate prescribed by law in 2025 will not change compared to 2024. In particular, students and people from households working in agriculture, forestry, fishery and salt production with an average living standard when participating in health insurance are all subjects supported by the State budget with the minimum contribution level. Notably, students participating in health insurance have had their support level increased from 30% to 50% since July 1, 2025.

The State budget supports at least 50% of health insurance premiums for students; and supports at least 30% of health insurance premiums for people in households working in agriculture, forestry, fishery and salt production with an average living standard.

Vietnam Social Security will absorb voters' opinions and will synthesize the situation, report and propose to competent authorities to increase the level of support from budgets at all levels to help people in low-income groups participate in health insurance and enjoy social security policies of the Party and State.

From July 1, 2025, students nationwide will receive a minimum of 50% support from the State budget for health insurance premiums. This is the highest level of support ever for this group of subjects, demonstrating the deep concern of the Party and State for the work of caring for and protecting the health of the young generation - the future owners of the country.

This policy not only helps reduce the financial burden on families with children studying, but also contributes to increasing health insurance coverage among the young population, expanding access to health services, and gradually realizing the goal of universal health insurance coverage.

According to current regulations, the monthly health insurance premium for students is calculated at 4.5% of the basic salary. And the current basic salary is 2,340,000 VND/month (according to Decree No. 73/2024/ND-CP).

The health insurance premium for a student in one year is: 4.5% × 2,340,000 × 12 months = 1,263,600 VND/year.

With the new minimum support level of 50% from the State budget, students only have to pay a maximum of 631,800 VND/year. Compared to the previous payment level, students will receive an additional reduction of 252,720 VND/year.

Students can choose the following health insurance payment methods:

- Pay annually (12 months): 631,800 VND/year.

- Pay for 6 months: 52,650 VND/month × 6 months = 315,900 VND.

- Pay for 3 months: 52,650 VND/month × 3 months = 157,950 VND.
