One Hanoi civil servant serves 684 people, nearly 3 times the whole country.

On October 14, at the dialogue between Chairman of Hanoi People's Committee Tran Sy Thanh and young people, delegate Tran Kim Huyen, Secretary of Hoan Kiem District Youth Union, asked: Will there be any changes in personnel work in the coming time in the process of recruiting and appointing intellectuals to state agencies?

According to delegate Huyen, in addition to implementing preferential treatment and salary regimes, selecting talented and virtuous people must be based on their dedication, sincerity in perception, and their pure and legitimate desire to contribute.

Responding to this issue, Mr. Tran Dinh Canh, Director of the Department of Home Affairs, said that the city is always interested in attracting talented people to work with many mechanisms and high-reward policies.

However, according to Mr. Canh, due to staffing quotas and salary policies, the recruitment and admission of excellent students to the public sector is still limited. These difficulties will "partially be resolved" when the Capital Law (amended) takes effect on January 1, 2025.

Mr. Canh affirmed that the Department of Home Affairs will rely on the Capital Law to advise the city to issue policies on talent recruitment, including recruitment policies, salary policies, working conditions, and management recruitment policies. This policy is expected to be issued in June 2025.

The Director of the Hanoi Department of Home Affairs said that one civil servant of the city is serving 684 people. Compared to the national average of one civil servant serving 246 people, the rate in Hanoi is 2.7 times higher. Based on the staffing quota, the city is allowed to recruit 3,000 more civil servants and tens of thousands of public employees.

According to Mr. Canh, in November 2024, Hanoi will submit to the People's Council a policy to increase income for workers according to job positions. This policy also stipulates that heads of agencies and units are allowed to sign contracts with workers doing professional work in agencies and units.
