The gift that touches millions of hearts

During the meaningful autumn days, when the red flag with yellow star flutters all over the country, the decision of the Party and State to give each citizen 100,000 VND to celebrate Independence Day truly touched the hearts of millions of Vietnamese people.

Lightning fast action

On August 28, the Prime Minister issued Official Dispatch No. 149/CD-TTg on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. The Prime Minister said: “In the jubilant atmosphere of the whole country celebrating the 80th anniversary of the August Revolution and National Day September 2, to continue to show the deep concern of the Party and State for all people, implementing the direction of General Secretary To Lam, the Government Party Committee has submitted to the Politburo on organizing the giving of gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2”.

In Document No. 17129-CV/VPTW dated August 28, 2025, the Central Party Office announced that the Politburo has agreed on the policy of giving gifts to people. In order to promptly implement the Politburo's direction, the Prime Minister requested the Ministry of Finance, the State Bank of Vietnam, the Ministry of Public Security and the People's Committees of provinces and centrally run cities to closely coordinate, immediately review and transfer gifts to people by appropriate means (bank transfer or directly) as soon as possible, to be completed before National Day September 2, 2025. "Gift level: 100,000 VND/person, for all people to celebrate Independence Day", the Official Dispatch stated.

On August 29, the Government issued Resolution No. 263/NQ-CP on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2. On August 30 and 31, implementing the policy of the Party and Government, all levels and sectors across the country simultaneously started to implement it. People from all over the country enthusiastically received this gift. Since August 31, the Independence Day gift given by the Party and State has reached many people.

Social networks have been bustling with emotional and happy shares about this gift in recent days. Many people plan to use this money meaningfully, most commonly to buy offerings for their ancestors, celebrate Independence Day, buy fresh flowers, buy national flags, buy A80 badges, buy red flag shirts with yellow stars... All to celebrate with family, friends, and neighbors to increase solidarity, remind each other to love their country more.

“A national memory to be told forever”

We know that in 1986, our country just started to innovate; in 1994, the embargo was lifted. In 1986, the GDP of the economy only reached 8 billion USD. The poverty rate in 1993 was still 58% (according to the old standard). After nearly 40 years of innovation, the country has had remarkable development. In 2025, the scale of Vietnam's economy is expected to exceed 500 billion USD, ranking 30th in the world. Per capita income is expected to reach 5,000 USD/year by the end of this year. The poverty rate according to multidimensional standards has decreased to only about 0.9%.

The event of the Party and State giving gifts to all people on a celebration occasion affirms the country's progress on the path of innovation, construction and development.

Moreover, this decision has a profound meaning, far beyond its material value. “From Tra Co pine forest to Ca Mau mangrove forest”, from bustling cities to remote villages, every citizen receives that gift as a gratitude for the people’s silent contributions in the cause of building and defending the Fatherland.

It is also a vivid and concrete demonstration of the viewpoint that "people are the root" of our Party and State. People are the center, the subject, the resource and the goal of all development strategies; all policies and guidelines of the Party, policies and laws of the State must be in accordance with the people's wishes, for the benefit and happiness of the people.

From another perspective, many people shared that, after the whole country "reorganized the country", the gift came as a call to unite everyone as one, firmly moving forward.

Creating inspiration and aspiration for a happy Vietnam

Before the above-mentioned gift for all people, on the occasion of the 50th anniversary of the Liberation of the South, National Reunification, the 80th anniversary of the August Revolution and National Day September 2, President Luong Cuong signed Decision No. 689/QD-CTN on giving gifts to people with revolutionary contributions. The gift level is 500,000 VND/person, to be paid once on April 30, 2025. The total budget for this meaningful activity is more than 834 billion VND.

At the same time, localities also have plans to give gifts to meritorious people and policy families on this occasion. In Hanoi, the city level alone has given 118,035 gifts, with a total cost of more than 187 billion VND on the occasion of the 80th anniversary of National Day September 2 with 3 gift levels from 1 million to 5 million VND/individual.

The gift of 100,000 VND for the people to celebrate the Independence Day further multiplies the joy and encouragement for those who have contributed to the revolution. At the same time, this is a concrete demonstration of innovative thinking in implementing social security policies and realizing the spirit of "people enjoying" in the leading motto of building a socialist rule-of-law state of Vietnam: "People know, people discuss, people do, people check, people supervise, people enjoy".

Along with that, the Party and the State have had a series of practical social security policies and guidelines, demonstrating the spirit of breakthrough action. Notably, the policy of exempting tuition fees for general education in the public education system nationwide. Next is the rapid result of eliminating temporary and dilapidated houses nationwide. The summary report on August 26, 2025 said that within 1 year and 4 months, the Central Steering Committee and localities have carried out a rapid campaign, completing the elimination of 334,234 temporary and dilapidated houses nationwide, converting them into new, spacious houses, "3 hard" (hard roof, hard wall, hard floor) with 12 house models suitable for the conditions of each place. There is also a policy of investing in the construction of 248 inter-level primary and secondary boarding schools in land border communes; a policy of profound humanitarian significance, demonstrating the special concern of the Party and State for people in border areas, remote areas, and areas with many difficulties. On July 27, the first school was started in Si Pa Phin commune, Dien Bien province. Speaking at the groundbreaking ceremony, General Secretary To Lam emphasized: "This is a project of the people's hearts, for the future of our children, it must not be delayed or spread out."

We are living in the atmosphere of a national festival and in a very proud Vietnam, where "the Party's will and the people's heart" are one, where the Party has no other purpose than the happiness of the people, where the State is truly of the people, by the people and for the people.

When the whole nation is looking forward to Independence Day, the Independence Day gift is like a warm fire, lighting up national pride, creating inspiration for solidarity, the desire to join hands and unite to build a strong, prosperous and happy Vietnam.
