Exemption from construction permits requires transparent post-audit mechanism

On the afternoon of June 29, the National Assembly Delegation No. 2 had a meeting with voters of District 1, Ho Chi Minh City after the 9th session of the 15th National Assembly. The meeting recorded many practical opinions from voters regarding new policies that will take effect from July 1.

The National Assembly delegation unit No. 2 includes the following delegates: Mr. Do Duc Hien - Full-time member of the National Assembly's Law Committee; Ms. Tran Kim Yen - Member of the Standing Committee of the City Party Committee, Head of the Inspection Committee of the Ho Chi Minh City Party Committee.

At the meeting, voter Nguyen Huu Tai (Nguyen Cu Trinh ward) was particularly interested in the policy of exempting construction permits for projects with detailed planning 1/500 and construction design appraisal. Mr. Tai assessed that this is an important reform step, helping to eliminate unnecessary administrative procedures, reducing costs and time for businesses and people.

However, voters also expressed concern that without a transparent and serious post-inspection mechanism, it could lead to lax management and violations during the construction process. Mr. Tai said that there should be specific instructions, strict monitoring procedures and the application of technology in construction supervision - such as digital maps, surveillance camera systems, and databases between agencies. According to him, this is the foundation to ensure the post-inspection stage operates effectively, prevents violations and makes the entire construction process transparent.

Also at the meeting, regarding the regulation on using electronic invoices from cash registers according to Decree No. 70/2025/ND-CP of the Government, voter Ta Ngoc Bich Thuy (Ben Thanh ward) said that this policy contributes to increasing transparency in tax management. However, many small businesses, especially in the food and beverage sector, are still confused with technology and sales management software.

According to Ms. Bich Thuy, there should be support policies, training and appropriate implementation roadmap to avoid causing difficulties for small businesses who are not familiar with modern management methods.

Many other opinions expressed interest in rearranging provincial administrative units to 34 provinces and cities, hoping that the merger would go hand in hand with investment in modern infrastructure and more convenient regional transportation so that people in remote areas and ethnic minorities can have better access to public services, health care, andeducation .

On behalf of the National Assembly delegation, Mr. Do Duc Hien respectfully received the voters' opinions and said that he would fully convey them to the National Assembly and relevant agencies. The delegate also shared more about the regulation to abolish 8 crimes with the death penalty, saying that this is a common trend of many countries in the world, demonstrating the spirit of humanity and progress. However, there are still many other sanctions that are strong enough to deter and ensure justice.

Regarding the issue of electronic invoices, Ms. Tran Kim Yen acknowledged initial difficulties but emphasized that this is an inevitable trend in administrative reform. She said that state agencies need to listen and provide better support so that people and businesses can access easily, implement smoothly, and avoid being passive when implementing new policies.
