Why hasn't Saudi Arabian football put up on Messi?

Previously, journalist Rudy Galetti of TEAMtalk revealed that Al Hilal Club, also with huge financial backing from PIF, had put on the table an "extremely huge" offer worth up to more than 200 million USD (about 5,219 billion VND) per season to convince Messi.
Even if necessary, this team is willing to break all records to give the Argentine star a fee that is much higher than Ronaldo's contract extension with Al Nassr Club - about 228 million USD (5,959 billion VND)/year.
However, Messi remains completely silent. It is reported that Al Hilal later also quietly withdrew from the deal. This is the second time Al Hilal has failed to convince Messi, after the first time in 2023 when the famous player decided to leave PSG.
