The province currently has 4 facilities for nurturing and caring for children, including: Provincial Comprehensive Social Work Facility; Vinh Son Shelter of Love (Trang Dinh District); Loc Binh Hope Center (Loc Binh District); Lang Son Hope Center (Huu Lung District). These facilities are directly managing and nurturing 252 subjects, including 82 homeless, disabled, and HIV/AIDS-affected children. Here, the children receive health care, study, practice life skills, and integrate into the community.
Social welfare centers and facilities in the area always pay attention to and ensure children's learning, regularly coordinate with schools ineducational work. 100% of children of school age and in good health are able to go to school. The provision of learning materials and tools to the subjects is complete and timely.
At the same time, children in the facilities are also concerned about nutrition, ensuring that 100% of infants, disabled children, children infected with HIV, sick children, and children with diseases are cared for and have special nutrition. The facilities also regularly coordinate with the health sector to organize periodic health check-ups, manage nutrition and monitor physical development. According to the report of the Department of Health, 100% of children in the facilities have full health records and receive periodic medical check-ups at least once a year.
Mr. Nguyen Trung Chat, Director of Lang Son Hope Center, said: The center is currently caring for and raising 21 orphaned, abandoned, and disadvantaged children. In addition to raising and caring for them, we pay special attention to life skills education, creating conditions for them to live in a family-friendly environment. We also invest in a sports field for the children to play and exercise, and have a separate medical room for medical intervention.
The facilities are constantly innovating care methods, aiming at comprehensive development for children. Every month and quarter, the social protection facilities open classes on skills, ethics education, lifestyle, propaganda, life skills education, self-protection skills, and prevention of child abuse. 100% of children participate in cultural and artistic movements, sports, entertainment, and some talented children participate in sports groups and clubs. Regular meetings are held for children to share their feelings, be listened to and understood, and express their views on related issues such as: their legitimate wishes and desires; choosing the content and form of organizing extracurricular activities; choosing entrance exams to high schools, colleges, universities, etc. The friendly and close atmosphere has helped many children who used to be depressed and withdrawn gradually integrate and become more confident.
Hoang Van Bo (born in 2004), Bac La commune, Van Lang district shared: I entered the provincial comprehensive social welfare facility in 2011. At first, I was very self-conscious and shy. With the care, attention, and encouragement of the uncles and aunts, allowing me to continue going to school, I gradually felt the warmth and love of a family. Thanks to this warm home, I was not only nurtured but also educated and matured. Currently, I am studying at the Vietnam - Korea Vocational College in Bac Giang.
After receiving the children's work, in early May 2025, the Department of Health established an interdisciplinary inspection team to conduct an inspection of the implementation of legal regulations on children at child care and nurturing facilities in the area to assess the current situation, receive opinions and recommendations from units to develop a plan to ensure full rights and benefits for children, especially vulnerable children.
Mr. Phan Lac Hoai Thanh, Deputy Director of the Provincial Department of Health, said: Through inspection, 4/4 facilities have well implemented policies, guidelines, and policies as well as mobilized organizations, individuals, and philanthropists in the care and protection of children with disabilities in the province. In the coming time, the sector will strengthen inspection and support social protection facilities to ensure conditions for child care in accordance with legal regulations; at the same time, advise the Provincial People's Committee to propose to the Provincial People's Council more suitable policies for disadvantaged children; mobilize social resources to improve the material and spiritual life of children who are unfortunately facing difficult circumstances in life.
With the attention of all levels and functional sectors, we believe that social protection centers and facilities in the area will have more resources, improve the quality of nurturing, caring and educating, and truly become "loving homes" to help children overcome their circumstances and confidently step into life.
