Law on Science, Technology and Innovation: Expected to bring Vietnam to breakthrough

DNVN - The Ministry of Science and Technology hopes that with the innovations in the Law on Science, Technology and Innovation this time, together with the joint efforts of the whole society, it will create a big push, bringing Vietnam to new heights, worthy of the country's potential and aspirations.

On June 27, the National Assembly officially passed the Law on Science , Technology and Innovation (amended) with a high approval rate. This is not only a law, but also a manifesto for the strategic vision and aspiration for national development based on knowledge, science, technology and innovation.

Minister of Science and Technology Nguyen Manh Hung has stated many times that this draft law is not only a legal document that fully concretizes the viewpoints of Resolution 57 of the Politburo , but also a manifesto of Vietnam's vision and aspiration in building a strong nation based on knowledge, science - technology (S&T) and innovation.

The Law has 10 outstanding innovations, paving the way for an era of development based on knowledge and creativity.

First of all, the law affirms the fundamental role of science and technology (S&T) as a key driving force to enhance national competitiveness, develop the socio -economy, ensure national defense and security, and improve the quality of life.

In particular, for the first time, “Innovation” is included in the law and placed on par with science and technology. While science and technology are professional activities of the scientific community, innovation is a process of the entire population, promoting initiatives from all walks of life.

Another major change is the shift in management thinking from controlling processes and inputs to managing by outputs and efficiency. The law accepts risk in research, allows controlled experiments, and uses results as the basis for resource allocation.


With 10 outstanding innovations, the Law on Science, Technology and Innovation will pave the way for an era of development based on knowledge and creativity.

The law also aims to transform the country from a technology-using country to a country that masters strategic technologies – technologies that have a major impact on growth and national security. The state budget will focus on key tasks, assigned to capable enterprises and research institutes.

In addition, market and product orientation will become the main driving force for science and technology activities and innovation, ensuring that research originates from practical needs and creates specific values.

A notable point is the investment in developing universities into centers for scientific research, technology and innovation, associated with training high-quality human resources, forming an effective network of links with specialized research institutes.

Enterprises are for the first time included in the focus of technology development, with a separate chapter in the law clearly stipulating the R&D support mechanism. In addition to their own resources, enterprises are also supported by the budget under the seed capital mechanism; R&D expenses are included in production and business costs and are tax deductible.

The Law also focuses on the balance between natural and social sciences, encourages interdisciplinary research, and promotes technological development in conjunction with human ethical values.

A complete and balanced innovation ecosystem is established, including institutions, infrastructure, human resources and entities such as enterprises, universities, research institutes, intermediary organizations, investors... with the State playing a role in creating, investing in key infrastructure, providing financial support, intellectual property, and attracting domestic and foreign talent.

Finally, the Law promotes comprehensive digital transformation in science and technology activities. Topics and tasks will be managed on a national digital platform, applying a post-inspection mechanism instead of a pre-inspection mechanism, significantly reducing administrative procedures, improving efficiency, transparency and long-term monitoring.
