Leaders of Xuan Hoa commune government awarded the first red book

(DN) - On August 27, at the Xuan Hoa Commune Public Administration Service Center, Dong Nai Province, the Commune People's Committee organized a ceremony to present a land use right certificate to Ms. Ngo Thi Lua, the first household residing in Xuan Hoa 1 Hamlet to receive a red book after the commune operated a 2-level local government model.

Ms. Lua said: She submitted her application for a certificate of land use rights and property ownership rights attached to the land 3 weeks ago. Although the newly established commune still has a lot of work to do, the land administration sector is quite complicated, requiring a thorough examination and evaluation process. However, in its best efforts, Xuan Hoa commune has flexibly resolved citizen records with many synchronous solutions, in which, the specialized land management software DNAI.LIS of Dong Nai province was chosen by the commune to apply to resolve procedures for the people.

The entire process from receiving documents, reviewing, to printing and issuing land use right certificates is done through DNAI.LIS software.
“I am very excited, happy, and grateful to the commune leaders and the staff of the Commune Public Administration Service Center for their enthusiastic help in helping me to do it quickly and neatly, without wasting time going back and forth many times. I hope that many households with complete supporting documents will soon be granted a certificate like me,” Ms. Lua confided.

After the merger, the number of land records received and processed by Xuan Hoa commune has increased significantly, with an average of 30-40 records per day, of which records for the first-time issuance of land use right certificates account for a large proportion. Therefore, the team of officials and specialists in charge have been making every effort to resolve records as quickly as possible for the people. Currently, the Economic Department of Xuan Hoa commune is processing more than 300 records for the first-time issuance of land use right certificates. In addition, there are other records such as land use purpose conversion, records for issuance of land area increase certificates, and records providing planning information.

In the coming days, the commune will continue to complete the procedures and issue them to many other households. "The Economic Department has upgraded the transmission network with the best capacity to process documents and issue papers to people as quickly as possible. Regarding the examination of documents, the department's specialists have arranged their time scientifically , they can go to check and verify in the morning and return in the evening to perform the work, so Xuan Hoa has no overdue documents on the system" - Mr. Ho Dung Sy, Deputy Head of the Economic Department of Xuan Hoa commune, informed.

The leader of Xuan Hoa Commune People's Committee said: The commune will continue to complete the dossier to ensure legality and soon hand over the red books to other households in accordance with the procedures prescribed in Decree No. 151/2025/ND-CP, dated June 12, 2025 of the Government on decentralization and delegation of power in the field of land.
