The Department of Construction and the consulting unit also reported and proposed to invest in the construction of the Gia Nghia - Bao Lam dynamic road, connecting the Central Highlands with the South Central and Southeast regions. Construction Investment Project Management Board No. 1 presented proposals at the working session.

Delegates focused on discussing investment options for National Highway 55, National Highway 28, National Highway 27 and National Highway 27C, along with the Gia Nghia - Bao Lam dynamic route construction project. These are all routes that play an important role in connecting traffic, transporting goods and promoting socio-economic development of Lam Dong province and neighboring areas.

Regarding National Highway 55, the Department of Construction has proposed and proposed prioritizing capital allocation to implement investment in the section from Km229+140 (at Loc Son intersection) to Km277+600 (bordering the old Dak Nong province). This section has a total length of about 61km, with a total estimated investment of 1,768 billion VND.

For National Highway 28, the Department of Construction proposed to prioritize investment in the section from Gia Nghia to the intersection of National Highway 20 (Di Linh), with a total length of about 103.31km and a total estimated investment of 4,500 billion VND.

Investment in National Highway 28 will help enhance connectivity between regions in the province. At the same time, it will create favorable conditions for local socio-economic and tourism development.

National Highway 27 is an important route passing through the three provinces of Dak Lak, Lam Dong and Khanh Hoa. The section passing through Lam Dong province is approximately 123.5km long. This route currently has some seriously degraded sections. Investment in National Highway 27 will help improve traffic connectivity between the provinces, creating favorable conditions for socio-economic development and tourism in the region.

For the National Highway 27C section in Lam Dong province, the length is about 54km, passing through Lac Duong commune, Lam Vien ward - Da Lat and Xuan Truong ward - Da Lat. This National Highway was invested, completed and put into operation since 2007. However, due to difficult terrain, the average operating speed is only about 40km/h.

To solve this problem, the Department of Construction has proposed expanding the road surface to 4 lanes in 3 sections through residential areas.

Investing in key transport projects in Lam Dong province will bring many practical benefits, contributing to promoting economic growth, improving the quality of life for people and enhancing connectivity between key economic regions, leading to investment.

Before the merger, the national highways were funded by the Ministry, but now they have been decentralized to the localities. Lam Dong is mobilizing resources and prioritizing capital to implement key traffic projects, including these national highways.

Comrade Vo Ngoc Hiep emphasized the need to calculate the ability to allocate capital, and which route should be prioritized for implementation first.

Concluding the meeting, Comrade Vo Ngoc Hiep emphasized that these are national highways that are in dire need of investment and upgrading. We now have opportunities to implement them after many years of difficulties. We have continuously made recommendations to the Ministries but have not yet received funding.

Currently, what Lam Dong needs to do is calculate the ability to allocate capital, which route to prioritize for implementation first. At the same time, prepare a research file to propose priority investment policies for National Highway 28 and National Highway 27 first.

The Vice Chairman of the Provincial People's Committee requested to re-study the proposal on National Highway 55 and National Highway 27C to have a suitable route and section in the coming time. For the dynamic route, the unit is requested to continue to study and propose.
