The National Highway 28B Improvement and Upgrade Project is over 68 km long with a total investment of over VND 1,400 billion, invested by the Vietnam Road Administration, assigned to Project Management Board 5 to directly manage the project, expected to be completed before December 31, 2025. To date, the project has handed over about 61 km of land, reaching 91%, the remaining more than 6 km is stuck with land clearance, power lines, water pipes, many electric poles have not been relocated; of which nearly 1 km of the first section of the route through Luong Son intersection has not been handed over the land, so the contractor cannot construct the main route and bridge. In addition, more than 23 hectares of land have not had a site clearance plan approved, and some technical items have not been relocated, including the railway signal line.

Faced with the above situation, the Ministry of Construction has sent a document requesting Lam Dong province to complete the handover of the entire site in August to ensure the completion of the National Highway 28B Upgrade project this year. If the schedule is not met, the project risks not being able to fully disburse the medium-term public investment capital for the 2021-2025 period and will have its capital transferred to other key projects. On the other hand, the Ministry of Construction also requested the People's Committee of Lam Dong province to direct related communes such as Luong Son, Song Luy, Phan Son, Ta Hine, Ninh Gia to speed up compensation, land acquisition and infrastructure relocation in August so that the contractor can start construction.

However, the site clearance work still faces many policy and technical difficulties, namely: 180 households and 6 organizations have not yet agreed due to inadequacies in determining land prices, some cases request compensation for land outside the certificate adjacent to National Highway 28B. The site clearance work is also delayed due to overlapping boundaries with the Dai Ninh Hydropower Plant project, the compensation area cannot be determined...

Faced with the above difficulties and obstacles, the Provincial People's Committee directed the Provincial Land Fund Development Center to focus on completing compensation records, the People's Committees of Luong Son, Song Luy, Phan Son, Ta Hine, Ninh Gia communes were requested to mobilize land users to hand over the land to implement the project for the common purpose, at the same time, to direct strongly, ensure the handover of the land on time, creating favorable conditions for construction. At a recent press conference, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi said that when Lien Khuong airport temporarily stops operating for repair and upgrade, National Highway 28B will be the nearest route from Ho Chi Minh City to the administrative center of Lam Dong province. Therefore, Lam Dong province will actively remove bottlenecks and coordinate to complete the project.

It must be affirmed that National Highway 28B plays a particularly important role in regional connectivity and local socio -economic development. The province is urgently removing obstacles related to compensation and site clearance to speed up the construction progress of this national highway. Therefore, thoroughly resolving the obstacles in site clearance is an urgent requirement to ensure construction progress and investment efficiency. In the coming time, the locality will complete compensation for households, and in cases of disagreement, enforcement will be organized according to regulations.

With the drastic participation of local authorities and functional agencies, people expect that National Highway 28B will be completed soon in 2025.
