Economy - the pillar for Dai Xuyen development

In the new development journey of the Capital, Dai Xuyen commune - a new administrative unit established on July 1st is a bright spot in terms of potential, advantages and aspirations to rise.

From the 2020-2025 term to the 2025-2030 period goals, economic development has always been the pillar and core driving force for Dai Xuyen to gradually affirm its position as a dynamic growth region in the South of Hanoi.

From the premise of the previous term…

During the period of 2020-2025, before merging into Dai Xuyen commune, the locality has made efforts to overcome many difficulties, especially the impact of the Covid-19 pandemic, global economic fluctuations and the rapid urbanization of the capital. With appropriate solutions and close leadership of Party committees and authorities at all levels, the local economy has achieved many positive results, creating a solid foundation for the next step of development.

The average economic growth rate of the whole region is about 10.2%/year, the average income is nearly 80 million VND/person/year. The economic structure is shifting in a positive direction, in which the proportion of trade - services and industry - handicrafts is increasing, playing a leading role in growth. Traditional industries such as civil carpentry, mechanics, construction materials... continue to be maintained, gradually shifting to specialized production, increasing product value.

Many production households and cooperatives have become small and medium-sized enterprises, contributing to creating jobs for thousands of workers. The One Commune One Product (OCOP) program has been promoted with 22 products of craft villages, handicrafts and processed agricultural products being evaluated and ranked. Positive signals from the household and private economic sectors have created new vitality for the local economy.

Notably, investment in developing production infrastructure, the system of people's markets, inter-village and inter-commune transportation, etc. has created favorable conditions for the circulation of goods and attracted investment. Some specialized agricultural production areas and concentrated livestock farming in the direction of biosafety have been formed, helping to quickly shift the labor structure from agriculture to non -agriculture . Trade and service activities such as freight transport, logistics, agricultural equipment supply, etc. have developed quite rapidly, contributing positively to overall growth.

However, besides the results, there are still limitations that need to be overcome: The economic scale is still small, labor productivity is not high, product competitiveness is still limited; agricultural production is mainly household-based, fragmented, difficult to expand on a large scale; the application of digital transformation in production - consumption is still at the initial stage... These limitations require a new approach, new thinking and more drastic actions in the coming term.

…to development orientation

Entering the 2025-2030 term, Dai Xuyen determined that the economy continues to be the central pillar, the foundation for implementing major goals of building modern rural areas, ecological urban areas, and comprehensive development. With a location adjacent to strategic traffic axes in the South of the Capital, a natural area of over 51km² and nearly 75,000 people, the commune has favorable conditions to become a driving force for regional development.

The major orientation is to strongly shift the economic structure to industry - services and digital economy, taking efficiency, sustainability and inclusiveness as evaluation criteria. Specific goals by 2030: GRDP growth rate reaches 10.5% or more, average income reaches over 85 million VND/person/year, the proportion of non-agricultural labor reaches over 85%, the proportion of trained labor is from 80 to 85%.

To achieve the above goals, first of all, it is necessary to build an industrial - handicraft development ecosystem associated with specialized industrial clusters, traditional craft villages and an effective product consumption network. Dai Xuyen has the advantage of skilled labor in the mechanical, carpentry, construction, and food processing industries. The systematic planning and investment in clean and modern industrial clusters will create a new space to attract small and medium enterprises to invest in production, improve productivity, and increase value...

The service economy also needs to be promoted accordingly, especially in the fields of transportation, logistics and key trade. With a convenient transportation network, the commune can form transit centers, consuming agricultural products and technical goods serving the southern region of Hanoi. Upgrading commercial infrastructure, markets, warehouses, distribution systems... is the foundation for local services to develop more professionally.

Agriculture needs a fundamental shift from small-scale production to a cooperative model, chain linkage and production of high-quality goods. Dai Xuyen has the potential to develop safe vegetable areas, clean aquatic products and organic livestock farming, if production is effectively reorganized. In addition, digitizing production processes, tracing product origins, building local brands, etc. need to be implemented synchronously to increase the value of agricultural products and competitiveness.

One of the breakthrough directions is to promote the digital economy throughout society, first of all in the production and consumption sector. Digital transformation is not only a matter of large enterprises, but can start from farmers, cooperatives, and small traders. Using social networks and e-commerce platforms to promote and consume products, or applying technology to control quality, will help shorten the gap between production and the market, improving economic efficiency.

Along with the development of key economic sectors, infrastructure investment and institutional improvement are indispensable conditions to attract investment, reduce production costs and improve local competitiveness. In particular, focusing on investing in inter-regional routes, expanding main traffic routes, renovating irrigation systems, upgrading markets, wharves, etc. At the same time, it is necessary to strongly reform administrative procedures, build digital government, provide online public services at levels 3 and 4, creating an open and transparent environment for economic development.

The success of economic development depends not only on objective conditions, but also on the vision and determination in leadership and management of Party committees and authorities. Therefore, the requirement is to improve the capacity, sense of responsibility and initiative of the staff, especially key staff in the field of economic and infrastructure development. At the same time, it is necessary to build a team of local entrepreneurs with heart - vision - talent, leading the production community, linking social resources for development together.

In the context of integration, Dai Xuyen's economy must also adapt to new requirements: Greener, more digital and more humane. Not only must it grow rapidly, but it must also go hand in hand with environmental protection, resource saving and improving people's quality of life. That is why Dai Xuyen sets the target of green area of 10m²/person, 100% standard waste treatment, and over 70% of wastewater collected and treated.

It can be said that economic development is a prerequisite for Dai Xuyen to transform strongly in the new era. By choosing the right pillars, implementing synchronous solutions, promoting internal strengths and arousing the aspiration to rise in each citizen, the commune has the basis to become a dynamic growth zone in the South of the Capital. Economic success will create a solid foundation for cultural, social, defense, Party building and political system development. That is the long-term goal and also the responsibility before the Party and the people that the 1st Commune Party Congress, term 2025-2030 has determined.
