These days, the working atmosphere at the construction site to renovate and upgrade provincial road 391, section km24+600-km28+400, through the communes of Cong Lac, Tien Dong, Quang Trung, and Nguyen Giap, is always bustling. Up to now, the project's construction volume has reached 50%, as planned.

This project has a total investment of nearly 257.7 billion VND. The implementation of the project contributes to improving the efficiency of road exploitation and ensuring traffic safety. The road to be renovated and upgraded in the project has a total length of more than 3.8 km, related to the land area recovered from 262 households. By July 2024, the district had handed over the entire cleared land to implement the project on schedule. All information about the project, compensation and support plans are carried out publicly and transparently. All problems of households subject to recovery are focused on and resolved in a reasonable and sympathetic manner.

When implementing the land clearance, some households whose land was recovered did not agree to the compensation plan. A typical case is the case of Mr. NVL's family in Ham Hy village, Cong Lac commune. Mr. L's family has 24.5 m2 of residential land and land in the traffic corridor that must be recovered. The District Compensation, Support and Resettlement Council, political and social organizations from the district to the commune actively participated in propaganda and mobilization. Many meetings and dialogues were organized. Not only staff from advisory agencies but also district leaders directly came to dialogue and propagate. After more than 6 months of persistent mobilization, Mr. L's family was also the last household to agree.

Thanks to good propaganda and mobilization work, hundreds of households with assets on the traffic corridor land that had to be recovered to implement the project to renovate and upgrade provincial road 391 have voluntarily dismantled their constructions and assets on the land, ensuring site clearance.

Many projects on electricity and technical infrastructure for residential areas were also quickly cleared by Tu Ky district. A typical example is the 110kV power line and transformer station project through Ngoc Ky, Hung Dao and Tai Son communes. There were 27 households whose land had to be recovered, mainly agricultural land and residential land. In just over a month, the district completed the site clearance, half a month ahead of schedule.

According to Mr. Nguyen Xuan Thoang, Chairman of Ngoc Ky Commune People's Committee, the area to be recovered for the project is not large, but the locality has identified this as one of the breakthrough tasks. Therefore, the entire local political system has actively participated. Before implementing the land recovery, the communes organized meetings with the people to grasp their thoughts and aspirations. For households that did not agree, the Working Group to support site clearance actively went to each household to propagate the benefits and importance of the project. Thanks to that, the site clearance work was implemented quickly, with high consensus from the people.

The project to upgrade and expand Road 391 from Quang Phuc Commune to Tu Ky Town is under construction, reaching about 40% of the volume.

Methodical and decisive leadership and direction

Mr. Dao Van Soai, Vice Chairman of Tu Ky District People's Committee said: "Based on reviewing and classifying land origins, the Compensation, Support and Resettlement Council for site clearance of works and projects in the district will carry out the easy tasks first, the difficult tasks later. Prioritize the clearance of land in traffic corridors and agricultural land first. Then, simultaneously carry out site clearance related to residential land area".

In the spirit of not letting site clearance affect project progress, Tu Ky District Party Committee has established a Steering Committee for compensation and site clearance for key projects in the district in the period of 2021-2025. The Secretary of the District Party Committee is the Head of the Steering Committee. The District People's Committee has completed the Compensation, Support and Resettlement Council for Site Clearance of Works and Projects in the district, chaired by the Vice Chairman of the District People's Committee.

With synchronous and drastic solutions, currently 6 important traffic projects of the province are being implemented in the district, ensuring the progress as planned. In particular, the East-West axis road project, Tu Ky district is the first locality in the province to hand over the clean site to the investor, which is highly appreciated by the province.

Once completed, the transport projects will contribute to the socio -economic development of Tu Ky district.

Comrade Nguyen Ngoc Sam, Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the District People's Council, said that the site clearance work was led and directed by the district in the spirit of strengthening propaganda and mobilization, strictly complying with regulations and procedures in supporting site clearance, ensuring maximum rights and legitimate interests of the people. To continue to effectively carry out site clearance work, the locality continues to mobilize the participation of the entire political system; mobilize and propagate to help people understand the meaning and benefits of projects and works for the common development.

Six important traffic projects of the province are being implemented in Tu Ky area, including: building a bypass of provincial road 391 through Tu Ky town and Van To commune; upgrading and expanding provincial road 391 section km24+600-km28+400; upgrading and expanding provincial road 391 section from Hai Duong city to the East-West axis; upgrading and expanding provincial road 391 section from Quang Phuc commune to Tu Ky town; building extended provincial road 396; building the East-West axis.
