Comrade Nguyen Van Toan, Permanent Vice Chairman of the Provincial People's Committee and the working delegation inspected the progress of the project to build a space to preserve Mo Muong cultural heritage associated with tourism services in Hop Phong commune, Cao Phong district.
The project was approved by the Provincial People's Council under Resolution No. 455/NQ-HDND, dated May 11, 2021, with a scale of 36.02 hectares and a total investment of 50 billion VND from the provincial budget in the period 2021 - 2025. The project was started on January 8, 2025, but has not yet been implemented due to the site clearance not being completed. The People's Committee of Cao Phong district has directed relevant units to organize the inventory, develop compensation and support plans according to regulations for 26 affected households; at the same time, publicly post the plan for agricultural land and residential land without houses. The total disbursement value is currently more than 13 billion VND, equivalent to 28.18%.
Regarding resettlement, the District People's Committee has approved the investment policy to build a resettlement area in Hop Phong commune, with an area of about 4,500 m² to accommodate households whose land has been recovered. The District Project Management and Land Fund Development Board was assigned to implement the project, but encountered difficulties in the procedures for establishing and appraising the detailed planning at a scale of 1/500.
During the inspection, the units analyzed and discussed the difficulties in selecting a consulting unit to determine land prices; the slow progress of appraisal and approval of specific land prices for compensation; and many obstacles in site clearance. Many recommendations were made to remove difficulties and speed up the implementation progress.
After the on-site inspection, concluding the working session, comrade Nguyen Van Toan emphasized: The project is not only important in preserving the traditional Mo Muong culture, but also a driving force for socio-economic development through tourism development. The project is expected to contribute to honoring the cultural identity of the Muong ethnic group, promoting the image of Hoa Binh to domestic and foreign friends.
However, the implementation progress is slow, many difficulties need to be resolved. Relevant departments, branches, localities and construction units need to enhance their sense of responsibility, focus on removing obstacles, especially site clearance. It is necessary to step up propaganda, mobilize people to agree with the State's policy; closely and flexibly direct so that the project can be implemented on schedule.
The Standing Vice Chairman of the Provincial People's Committee directed Cao Phong district to establish a working group to closely coordinate with the commune authorities to handle existing problems and difficulties; urge the consulting, supervising and construction units to fully prepare human and material resources to be ready to deploy the items immediately after the site is available. At the same time, speed up the construction progress of the resettlement area to ensure the rights of the displaced people, stabilize their lives, and effectively serve the project implementation.
