According to the report of Phong Dien Town People's Committee, up to now, the locality has completed many important contents. The working group to supervise the preparation in the new wards has been established and clearly assigned. In the localities that have been merged or renamed, the town government has directed the review of all conditions regarding personnel, facilities, and operating regulations to ensure uninterrupted reception and settlement of administrative procedures from the date of operation of the new model.
In particular, on June 20, Phong Dien coordinated to organize a pilot operation of the Commune-level Public Administration Service Center model, simulating the entire process of submitting - receiving - processing and returning administrative records results via software. This not only helps officials and civil servants get used to actual operations but also detects technical bottlenecks and has early solutions.
Phong Dien Town has conducted many intensive training sessions for its staff, covering areas such as: Office administration, land - planning, public finance...
However, the trial operation process also revealed some difficulties. Typically, commune-level officials are still confused when operating on land software, or lack an account to sign and approve records on the electronic civil status system.
Faced with that situation, the town has made specific recommendations to relevant departments and branches on the following contents: proposing to supplement and upgrade information technology equipment at commune-level public administrative centers; supporting the synchronization of equipment, resources and software decentralization, ensuring that new units can operate smoothly from the first day of model conversion...

The initial organization of the apparatus has demonstrated the spirit of "clear people, clear work", creating favorable conditions for implementing tasks in practice.

Mr. Nguyen Thanh Binh suggested that localities continue to review and clearly identify difficulties and problems in the preparation and operation process, thereby taking timely measures to resolve them, ensuring that they are suitable to the reality of each locality and avoiding mechanical application.
Regarding the organization and personnel work, it is necessary to promptly assign specific tasks and stabilize work positions to carry out work smoothly and without interruption. Along with that, the legal corridor system needs to be reviewed, supplemented and completed promptly to create a foundation for the implementation of the new model.
Permanent Vice Chairman of Hue City People's Committee, Mr. Nguyen Thanh Binh also noted that localities need to clearly understand the roles and tasks of each department and organization in the political system. In assigning tasks, we should not be perfectionist but flexible, close to reality, and ensure work efficiency.
With the two-level local government model officially operating from July 1, Mr. Binh emphasized the requirement that localities must be proactive in management, organizing implementation in a tight, synchronous manner, with specific and regular instructions and inspections, to meet the requirements of the assigned tasks.
In addition, it is necessary to develop and readjust socio -economic development indicators suitable to the characteristics of each administrative unit, as a basis for evaluating the effectiveness of the new government model in the coming time.
