On the afternoon of June 15, at Hai Phong City Theater, the Party Committee of Hai Phong Economic Zone Management Board (HEZA) held the First Congress of Delegates for the 2025 - 2030 term.

Speaking at the opening of the Congress, Mr. Le Trung Kien, Head of the Hai Phong Economic Zone Management Board emphasized: “With high political determination, drastic and synchronous actions, the Management Board has achieved many comprehensive results and outstanding achievements in all fields; completing most of the targets of the Resolution of the 13th National Party Congress and the Resolution of the 16th National Congress of the City. In particular, there are targets with outstanding growth and completion 1-3 years ahead of schedule, notably budget revenue and foreign direct investment (FDI) attraction”.

During the 2020-2025 term, HEZA attracted 18.6 billion USD of newly registered and adjusted FDI capital, reaching 186% of the Resolution target (10 billion USD), equal to 206% compared to the 2015-2020 term, accounting for 97% of the total FDI capital attracted by the whole city. Hai Phong in the same period, accounting for 49% of the total FDI capital expected to attract from before to the end of 2025 (37.8 billion USD with 645 projects), affirming its position as a leading investment destination.
Regarding domestic direct investment (DDI), the 2020-2025 term also recorded strong growth in this capital flow with the total attracted capital expected to reach VND 481,915 billion (equivalent to USD 20.6 billion), equal to 449% compared to the 2015-2020 term, accounting for 68% of the total DDI capital of the entire City. By the end of 2025, industrial parks (IPs) and economic zones (EZs) are expected to attract 241 DDI projects with a total registered capital of over VND 600,000 billion (equivalent to USD 25.6 billion).
Investment promotion activities have been strongly innovated in both content and form, proactively approaching potential markets and partners, contributing significantly to the outstanding investment attraction results of the entire term. In the period of 2020-2025, the Management Board organized about 30 investment promotion delegations abroad; welcomed about 190 delegations of international organizations, business associations, domestic and international investors to work and survey the investment environment in Hai Phong city, including about 40 delegations of major international partners, economic organizations, and business associations.
Every year, the industrial production value and export turnover of enterprises in industrial parks and economic zones account for over 80% of the total corresponding value of the entire Hai Phong city, exceeding the Resolution's target (contributing over 70% of industrial production value and over 80% of export turnover).

The development space has been strongly expanded, the quality has been improved. Currently, there are 8 new industrial parks with nearly 3,000 hectares that have been approved for investment, ready to welcome new capital flows. In particular, the Central Government's approval of the policy to establish a 20,000-hectare Southern Coastal Economic Zone, with the core being the new generation Free Trade Zone, opens a historical development chapter with great potential for the city. In addition, the city also has DEEP C Industrial Park and Nam Cau Kien Industrial Park, which are among the first industrial parks in the country to pioneer the conversion to an ecological model.
The Congress clearly defined the main goals, tasks and solutions for the 2025-2030 term, with the top priority being breakthroughs in expanding urban space, promoting green transformation, digital transformation, strongly developing the industrial, service and innovation sectors associated with the merger with the Hai Duong Provincial Industrial Park Management Board, thereby clearly defining the key goals, tasks and solutions.

“The Congress also identified the breakthrough role of the Southern Coastal Economic Zone as a new growth pole of the City. At the same time, carefully prepare the conditions to form the first free trade zone in the country, making the most of the development space after the merger of the two localities. All of this aims to create a new development momentum, contributing to Hai Phong's deeper integration into the global value chain and firmly entering a breakthrough development phase, moving forward into a new era,” Mr. Kien emphasized.
Also in the coming term, the Party Committee of the Hai Phong Economic Zone Management Board will focus on working with businesses to promote digital transformation, apply advanced science and technology, gradually form and develop an innovative ecosystem, form effective supply chains with the participation of domestic and foreign strategic partners. Focus on promoting the development of high-tech industry, green industry, aiming for high added value and sustainable development.
Specifically, the Management Board will develop 10 - 20 new industrial parks and drastically transform existing industrial parks into ecological industrial park models; Complete the basic construction of infrastructure for the Southern coastal economic zone and effectively put into operation the new generation Free Trade Zone; Complete the policy of establishing specialized economic zones in Hai Duong province (after the merger); Build at least 5 smart industrial parks, managed by science and technology, leading in digital transformation; Attract FDI capital in industrial parks and economic zones during the entire 2025 - 2030 term to reach 15 - 20 billion USD; Strive for the average occupancy rate of operating industrial parks to always be maintained at over 60%; Strive for 100% of newly started industrial parks to have plans and implement the construction of dormitories and accommodation facilities for workers, basically meeting the housing needs, along with synchronous cultural and sports institutions; Attract and retain high-quality human resources, especially experts and engineers in the fields of source technology, R&D, semiconductors, and AI; Strive for the proportion of trained workers (including training at enterprises) in industrial parks and economic zones to reach about 70%.
Along with economic development, the Party Committee also places the task of building a clean and strong Party organization at the center. In particular, special attention is paid to developing the Party organization and Party members in the non-state enterprise sector, especially in FDI enterprises, so that the Party can truly be the political nucleus leading and orienting development in the entire system of industrial parks and economic zones.
Attending and giving a speech at the Conference, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, emphasized: “The Hai Phong Economic Zone Management Board needs to have a deep understanding to determine its role and mission. This is a historic event of merging Hai Duong province and Hai Phong city, creating a new Hai Phong city with a much larger economic scale, population and industrial space. This is an irreversible trend of green transformation and digital transformation that is reshaping the entire global economy. This is the requirement to build new, modern economic models such as the Southern coastal economic zone, the new generation free trade zone, and ecological industrial parks”.

In that context, HEZA’s role is not only management, but also development creation. HEZA is the strategic spearhead, the city’s vanguard in realizing new growth spaces, leading the economic model transformation process, and most clearly demonstrating the spirit of “Creative Government – Resolute Action – Dare to Take the Lead, Dare to Take Responsibility”.
The Secretary of the Hai Phong City Party Committee requested the Management Board to demonstrate its pioneering role, proactively advise the city and be determined in implementing and creating new growth space and momentum. The Management Board needs to take the lead in promoting the "three-house" linkage model: State - School - Enterprise. At the same time, it must pay special attention to taking care of the material and spiritual life, housing, and cultural institutions for workers. In addition, HEZA must become a model of a serving, creative, and effective government. The satisfaction of businesses and people must be taken as the highest measure. Administrative reform and digital transformation at the Management Board are not only the application of technology, but must be a revolution in thinking and action, creating a transparent and open business investment environment, contributing significantly to improving the City's competitiveness index (PCI).
