Bai Chay Ward is surrounded by the sea on three sides, so it is also at risk of insecurity during storms. The terrain of the ward is mainly hills and slopes interspersed with residential areas; many infrastructure development projects and housing projects are under construction, so there is a high potential for landslides and local flooding at construction sites during storms.
Mr. Nguyen Thanh Tung, Chairman of Bai Chay Ward People's Committee, said: In order to minimize the damage caused by natural disasters, right from the beginning of the rainy season, the ward has developed a plan for PCTT&TKCN, directed the forces to proactively review and assess the areas at risk of insecurity and the actual situation after heavy and prolonged rains in the area in the past time, proactively deploying preventive measures, not allowing unexpected and passive situations to occur. The ward has anticipated many natural disaster situations and handling plans such as: Storms, tropical depressions, heavy rains, rising sea levels, flooding; evacuating people in areas at high risk of landslides in the area; rescuing people on boats and ships in distress at sea when storms make landfall; landslides, subsidence of residential areas due to heavy rain or currents...
The ward focuses on promoting the motto "4 on-site" (on-site forces, on-site supplies, on-site command, on-site logistics), and "three readiness" (proactive prevention, timely response, urgent and effective recovery). Taking the armed forces and security as the core unit, mobilizing all human resources, means, and facilities, responding promptly, rescuing people first, then property, minimizing human and property losses, units are authorized to use their own forces and means for rescue. The system of means and logistical equipment serving PCTT&TKCN work is promptly supplemented before the rainy and stormy season.
The locality has organized to review, strictly manage and accurately monitor the number and location of vulnerable areas in the area; the number of boats, crew members and fishing grounds (location, coordinates) to promptly have a response plan when a natural disaster occurs. For example, for residential areas on hills, the ward regularly reviews and assesses the current status, strictly prohibits people from arbitrarily building residential embankments without following approved technical procedures, recommends that people self-review, assess and report on the safety of residential embankments that have been formed on the land area where their families live, and proactively coordinates with local authorities to respond and ensure safety during the rainy and stormy season.
Currently, weak embankment works in the ward have decreased, especially the construction of hill-climbing works is now strictly controlled by the ward in terms of technical standards, requiring large project owners to have their own designs for embankment works, build embankment works first, then build other items, this is one of the "hard" standards for functional units to grant construction permits for high-rise works. Households are not allowed to arbitrarily build embankments if they have not yet been approved for technical plans. Currently, the ward is also reviewing and specifically counting the locations that are not residential, have a high risk of landslides, develop a plan to ensure solidity, and report to the province for handling.
For areas at risk of flooding, the ward assigns the Public Service Board to dredge and clear sewers and drainage systems to minimize local flooding that causes traffic congestion; mobilize resources to renovate and upgrade drainage systems...
Along with that, strengthen propaganda work, warn people about areas prone to insecurity, guide measures to prevent and respond to natural disasters; mobilize people to raise awareness of environmental sanitation, collect garbage according to regulations. Fire prevention work is also focused, promote propaganda among people, organize fire fighting and rescue drills with the goal of improving command capacity, incident handling skills and fire prevention awareness among people, aiming to build a safe community, proactively respond according to the motto "4 on-site". Since the beginning of the year, there have been 7 fires in the ward (1 fire in a private house; 3 forest fires, 3 fires in motor vehicles), thanks to timely implementation of rescue measures, there were no human casualties, property damage of about 1.5 billion VND, 87 hectares of forest.
