On June 27, Lam Dong Provincial Police issued a decision to prosecute the criminal case of "intentionally revealing state secrets"; "appropriating state secrets" as prescribed in Clause 2, Article 337 of the 2015 Penal Code (amended and supplemented in 2017), in the exam cheating case on the morning of June 26, in the literature subject, high school graduation exam 2025 at the Examination Council of Thang Long High School (Nam Ban Town, Lam Ha District, Lam Dong).

Specifically, on the morning of June 26, at exam room 2206, Thang Long High School exam site, the invigilator of the literature exam discovered that candidate NPTS (18 years old, residing in Lam Ha District, Lam Dong) was showing unusual signs; suspected that the candidate used high-tech equipment to cheat on the exam, so he reported to the head of the exam site to check and make a record to suspend the exam for the above case.
The head of the examination site has discussed with the police to coordinate the handling. After receiving the information from the Department of Education and Training, Colonel Truong Minh Duong, Director of Lam Dong Provincial Police, directly directed the professional units to urgently verify, clarify, and ensure absolute security and safety for the exam.
Immediately afterwards, the Department of Cyber Security and High-Tech Crime Prevention coordinated with the Department of Internal Political Security and Lam Dong Provincial Police to verify and clarify the matter.
Use external connection device to solve exam questions
According to the police, around June 2025, due to pressure on exam results, NPTS candidates went on Facebook to order a set of electronic devices including wireless headphones and a tiny wireless button-shaped camera to prepare for cheating in the 2025 high school graduation exam.
After receiving the above equipment, NPTS met and instructed BTQ (17 years old, residing in Lam Ha district, Lam Dong) on how to use the equipment, and asked Q. to help solve and read the exam answers.

On the morning of June 26, NPTS installed electronic devices, hid them on his person, and brought a mobile phone pre-set to make voice calls via the Facebook Messenger application with BTQ into exam room 2206 to take the literature exam.
During the exam, after the invigilator distributes the official exam papers for about 15 - 20 minutes, the NPTS uses a button camera to directly record the official exam papers for the literature subject and sends them to the BTQ via the LookCam application (an IOT application automatically installed with a hidden camera) sitting at the internet cafe.

However, because he was engrossed in playing the game, it was not until about 45 minutes later (less than 2/3 of the exam time) that BTQ saw a live video recording of the literature exam on the LookCam application. BTQ took pictures of each exam, but only took pictures of page 2 of the exam, then downloaded it, used the ChatGPT application to solve the exam, read the answers via Messenger call to NPTS in the exam room to copy the answers. While cheating with the device, NPTS was discovered by the exam supervisor, and all of his devices were confiscated.
During the verification process, finding signs of criminal violations, the Department of Cyber Security and High-Tech Crime Prevention transferred the case file to the Investigation Security Agency, Lam Dong Provincial Police for handling and settlement according to authority.

After the initial investigation and verification process, the Investigation Security Agency, Lam Dong Provincial Police determined that the case had clear signs of the crime of "intentionally revealing state secrets" and "appropriating state secrets" as prescribed in Clause 2, Article 337 of the 2015 Penal Code (amended and supplemented in 2017).
Therefore, on June 27, the Investigation Security Agency, Lam Dong Provincial Police Department issued a decision to initiate a criminal case to conduct an investigation according to the provisions of law.
According to Clause 1, Article 1 of Decision No. 531/QD-TTg dated May 19, 2023 of the Prime Minister, the unpublished high school graduation exam questions are in the list of state secret documents with the level of "top secret", the period of protection of state secrets only ends when the test time for multiple-choice subjects ends and 2/3 of the test time for essay subjects ends. Therefore, the actions of the above NPTS and BTQ have seriously violated the provisions of the law on protection of state secrets in the field of education and training, potentially causing negative public opinion about the seriousness and fairness of the exam.
