Tran Tuan Cuong listened to the reading of the prosecution decisions and the order prohibiting him from leaving his place of residence.

According to the case file, at around 2:00 a.m. on April 23, a working group from the Economic Police Department, Ben Tre Provincial Police, was on patrol on the Co Chien River. When they reached the section belonging to Cho Lach District, Ben Tre (adjacent to Vinh Long Province), the working group caught Tran Tuan Cuong red-handed while driving a wooden boat to illegally exploit sand from the riverbed, with the volume of sand exploited being 7.2 m3 .

Previously, Cuong was administratively fined more than 53 million VND by the People's Committee of Giong Trom District (Ben Tre) for illegal sand mining, but has not yet paid the fine.

Currently, the Investigation Police Agency of Ben Tre Province continues to consolidate the case file to handle Tran Tuan Cuong for violating regulations on resource exploitation.
