According to the report of the Department of Finance, in July 2025, 200 newly established enterprises with registered capital of 664.9 billion VND, an increase of 102% in the number of enterprises, an increase of 120% in registered capital and 48 enterprises resumed operations, an increase of 65.5% over the same period... In general, in the first 7 months of 2025, 1,726 newly established enterprises with registered capital of 9,159.9 billion VND, an increase of 19.1% in the number of enterprises, an increase of 2.3% in registered capital; 566 enterprises resumed operations, an increase of 10.1% over the same period. Accordingly, the total number of enterprises in the province increased to 30,000 enterprises.

However, the number of enterprises temporarily suspending operations and dissolving in the past 7 months was 1,747 enterprises (accounting for 0.58%) and 407 projects were behind schedule (accounting for nearly 0.14%). This shows that although investors' confidence has returned and there are many motivations for enterprises to continue implementing projects or investing in production and business, difficulties still exist.

Speaking to reporters and representatives of press agencies at a recent press conference, after operating the 2-level government for exactly 1 month (August 1, 2025), Chairman of Lam Dong Provincial People's Committee Ho Van Muoi confirmed: Resolution 68 is the basis for removing unfinished projects according to the direction of the Government; at the same time, affirmed the province's determination to "remove it at all costs, remove it to the end, remove it as quickly as possible...".

In the first 7 months of 2025, the province had 37 newly licensed projects, with a total registered investment capital of over 13,706 billion VND, an area of 673.71 hectares; bringing the total number of investment projects in Lam Dong province to 2,934 projects, with a total investment capital of about 2 million billion VND. Of which, there are 235 FDI projects, 2,223 projects have come into operation, 304 projects are under construction...

In the coming time, the Provincial People's Committee will organize a Business Dialogue program in August and an Investment Promotion Conference in October. The Chairman of the Lam Dong Provincial People's Committee also directed the Department of Finance to coordinate with commune-level administrative units to organize working groups to review business activities in the whole province, to identify difficulties and problems of businesses, resolve them on the spot, and solve them at the root, in order to clear capital flows, create conditions for businesses to develop; at the same time, attract other non-budget investment projects.

In addition, many problems of enterprises by location or by industry have been classified and have specific solutions for each field, such as: renewable energy projects in Binh Thuan (old) are stuck because of the planning of power projects according to Power Plan VII and adjusted Power Plan VII, some other projects are not built on titanium mineral reserve areas; wind power planning in Dak Nong (old) overlaps Power Plan VIII and Plan 866 (Bauxite Planning)...

Some projects in the agriculture - forestry - water sector are facing difficulties in converting land use purposes from forestry land to other types of land (specialized land, agricultural land); or have to wait for approval of the National Forestry Planning for the period 2021 - 2030. Projects in the residential and urban areas sectors are stuck in procedures according to the provisions of the law on investment, land, housing; or compensation, site clearance, detailed planning 1/500; or have not found investors.

For more than 2 years now, Lam Dong province has regularly organized monthly programs to meet and work with businesses and investors to promptly resolve difficulties and problems for businesses. At the same time, the province is directing departments, branches and localities to review and uniformly implement policies from the central to local levels to support businesses in terms of credit; breakthrough policies for science and technology development and innovation, digital transformation, etc. Along with that is other support for creative startups, human resource development, participation in industry clusters and value chains.
