Non-state revenue growth

Since 2024, revenue from the non-state industrial, commercial and service sector (non-state sector) in the province has achieved impressive results.

Currently, the tax authority is managing 3,282 enterprises and over 13,400 business households in the non-state sector. Since 2024, the tax sector has synchronously and drastically implemented many solutions to improve the efficiency of budget collection from this sector. Notably, it has promoted the application of electronic technology in tax management.

Electronic transition

Revenue from the non-state sector has always been one of the revenue sources with the highest and most stable proportion in domestic revenue. Therefore, revenue from the non-state sector has a great impact on the implementation of the general budget revenue estimate. After a period of being affected by natural disasters, epidemics, and economic recession, since 2024, many enterprises and business households in the non-state sector in the province have shown signs of recovering production and business.

Mr. Nguyen Van Dieu, Deputy Head of the Tax Department of Region VI, said: To improve the efficiency of tax collection from the non-state sector, from 2024 to present, the unit has focused on promoting the application of electronic technology in tax management. Notably, the application of electronic invoices for each sale of gasoline retail business activities is a highlight.

To implement this content, in 2024, the tax authority will coordinate with other agencies to promote propaganda, guidance, support, inspection, and urge retail gasoline businesses to invest in equipment and software to apply electronic invoices in the new form. By the end of March 2024, 100% of retail gasoline businesses in the province have completed the application of electronic invoices for each sale.

After applying electronic invoices for each sale in the petroleum business, the tax revenue from this sector has increased significantly. Specifically, from April 2024 to present, the average monthly budget payment of petroleum businesses has been nearly 13 billion VND, an increase of nearly 30% compared to before applying electronic invoices for each sale.

Along with the application of electronic in invoice management, from 2024 to present, the tax sector continues to promote the application of electronic in tax management. Specifically, the tax sector has sent emails to 100% of managed enterprises with the content of propagating new tax mechanisms and policies, promoting propaganda and supporting taxpayers directly on social networking platforms and electronic information pages with nearly 500 views; propagating and supporting enterprises to use online tax declaration services reaching 99.9% of the total number of enterprises operating in the area with the rate of electronic tax payment reaching 97.1% of tax payment documents.

In addition, from 2024 onwards, the tax sector continues to promote the application of electronic invoices with codes generated by tax authorities from cash registers. To date, 203/224 cases have been successfully registered, of which 67.5% of taxpayers have issued invoices; continue to update information on business households into the centralized tax management application TMS to meet the needs of operating the digital map function of business households; issue 26,509 electronic tax accounts; the number of taxpayers registering for eTax Mobile accounts (electronic tax on mobile devices) by the end of May 2025 is 8,097... Promoting the application of electronicization helps to make tax management more stringent, while creating favorable conditions for businesses and business households to fulfill their budget payment obligations.

In addition to promoting the application of electronic technology, tax authorities continue to synchronously deploy other solutions to improve the efficiency of tax management from the non-state sector.

Synchronize solutions

Since 2024, the production and business situation of enterprises and business households has gradually recovered, including some enterprises and business households returning to operation, some newly established and operating. Therefore, the tax authorities have proactively implemented solutions to strictly manage enterprises and business households, avoiding loss of revenue.

Mr. Duong Minh Tuan, Captain of the Inter-District Tax Team of Region II (in charge of Loc Binh and Dinh Lap districts) said: To manage enterprises and business households, the unit proactively coordinates with relevant agencies to promote propaganda, guidance and mobilization of taxpayers to strictly comply with regulations on tax policies; proactively grasp information, regularly review production and business activities of enterprises and business households returning to operation as well as newly established ones to put them under tax management.

Ms. Nguyen Thi Thoa, owner of a fashion store in Minh Khai area, Loc Binh town, Loc Binh district, said: My family is new to business so we do not have any information related to tax policies. In June 2025, after being informed and guided by local tax officials about the regulations on tax obligations, my family understood and strictly complied with the regulations (paid nearly 5 million VND in taxes).

Along with the above-mentioned business households, currently, the Inter-district Tax Team of Region II has reviewed and put under management 199 operating enterprises and nearly 800 business households at the tax payment threshold. From strictly managing the production and business activities of taxpayers as well as performing other tax management functions, it has significantly contributed to the revenue results from the non-state sector in the management area. In 2024, revenue from the non-state sector in the two districts of Loc Binh and Dinh Lap was 61.6 billion VND, an increase of 43% over the same period; in the first 5 months of 2025, revenue from this area was about 40 billion VND, an increase of 50% over the same period in 2024.

Similar to the Inter-District Tax Team of Region II, tax agencies in the province have synchronously deployed solutions to improve the effectiveness of tax management from the non-state sector. Specifically, from 2024 to present, tax agencies have coordinated to disseminate over 200 news and articles on tax policies on mass media; distributed nearly 10,000 documents related to tax policies; organized 24 dialogue sessions with about 1,400 taxpayers attending; supported to answer questions about tax policies for about 3,000 taxpayers by phone, at tax agency headquarters and in writing...

Along with that, the tax authority continues to focus on inventorying and reviewing tax codes, ensuring timely control and grasping of taxpayers to put them under tax monitoring and management; completing 100% of planned inspections and examinations, collecting and fining over 15 billion VND after inspections and examinations; focusing on urging and recovering tax debts; strengthening the fight against revenue loss in the fields of private basic construction, transportation, e-commerce business, etc.

The synchronous solutions implemented have significantly contributed to the revenue results from the non-state sector. In 2024, revenue from the non-state sector in the province was 672.6 billion VND, reaching 152.9% of the estimate, up 35% compared to 2023 and this is the first year that revenue from the non-state sector reached over 500 billion VND. In the first 5 months of 2025, revenue from the non-state sector was 401.7 billion VND, reaching 77.3% of the estimate and up 26.1% over the same period in 2024.

With the results achieved and the solutions that the tax sector has been implementing, we believe that in 2025, the revenue from the non-state sector will continue to exceed the assigned estimate. Thereby, it will contribute significantly to the completion of the budget collection goals and tasks, and the overall socio-economic development in the province.
