
Strategic "connection" opens up a new economic space development axis
The Bao Loc - Lien Khuong Expressway project is an extremely important final component of the Dau Giay - Lien Khuong Expressway, one of the 10 key national expressways in the Southern region approved by the Prime Minister in Planning 1454 on September 1, 2021.
This is a strategic artery, contributing to connecting Ho Chi Minh City - Dong Nai - Bao Loc - Da Lat and expanding to seaports such as Phan Thiet, Cam Ranh, Phu My, Long Thanh airport and the entire South Central region.
Bao Loc – Lien Khuong Expressway has a total length of 73.62km, starting at Loc Phat Ward, Bao Loc City and ending at the intersection with Lien Khuong – Prenn Expressway (leading to Da Lat City) in Hiep Thanh Commune, Duc Trong District.
The expressway is designed with 4 lanes; in phase 1, the roadbed is 17m wide (4 limited lanes, operating speed 80km/h). When completed, the roadbed will be expanded to 24.75m with 4 complete expressway lanes (design speed 100km/h).
The project is invested under the public-private partnership (PPP) method, build-operate-transfer (BOT) contract type, with a total investment in phase 1 of VND 17,718 billion.
According to Decision No. 1323 dated June 22, 2025 of the Chairman of Lam Dong Provincial People's Committee, the investor consortium including T&T Transport Infrastructure Investment and Development Company Limited - Phuong Trang Group Investment Joint Stock Company (FUTA Group) - Phuong Thanh Transport Investment and Construction Joint Stock Company has won the bid and been selected as the investor to implement this project. The expected construction period is 30 months; after completion, the expressway will be operated and exploited toll collection for 19 years and 10 months before being transferred to the State for management.

When put into operation, the Bao Loc – Lien Khuong Expressway will become the “link” to complete the Dau Giay – Lien Khuong Expressway axis, which is over 200km long. This will be a high-speed traffic route that effectively connects Ho Chi Minh City to the center of the Da Lat plateau, helping to shorten travel time from 6 hours to about 3 hours, increasing transport capacity and reducing pressure on National Highway 20, which is already overloaded and potentially risky.
The route also opens up new development space for localities along the route such as Dong Nai, Bao Loc, Di Linh, Duc Trong - contributing to the formation of a chain of satellite cities, industrial parks, logistics centers and logistics services. This highway also creates favorable conditions for inter-regional tourism development, as well as promoting the circulation of goods between the Central Highlands and the key economic region of the South.
In particular, the Bao Loc - Lien Khuong route will be synchronized with the province's aviation infrastructure, notably Lien Khuong airport - one of the largest airports in the Central Highlands region, which is being planned to be upgraded to an international airport.
The close connection between high-speed roads and airways will form a modern transportation ecosystem, contributing to making Lam Dong a strategic transit center of the entire Southern Central Highlands - Central Coast - Southeast region.
In the context of Lam Dong province newly formed on the basis of merging three potential localities: Lam Dong - Dak Nong - Binh Thuan, becoming the province with the largest area in the country, the Bao Loc - Lam Dong expressway has a special significance.
The new Lam Dong province has all the geographical advantages of three sub-regions: the highlands - favorable for developing high-tech agriculture and eco-tourism; the midlands - rich in resources for the mining and energy industry; and the coastal region - great potential for logistics, export and renewable energy.
With that advantage, the Bao Loc – Lien Khuong expressway is not only a key traffic project, but will become a multi-regional – multi-center – multi-industry economic development axis, connecting from the plateau to the sea, from the Central Highlands to the national dynamic regions. This is the key to opening the door to new growth, contributing to shaping the future of Lam Dong on the national development map.

Speaking at the event, Mr. Doan Tuan Anh, Chairman of the Board of Directors and General Director of Bao Loc - Lien Khuong Expressway BOT Joint Stock Company, representing the investor consortium - pledged to focus all resources to implement the construction to ensure safety, quality and complete the project on schedule, in accordance with technical standards; respect and preserve the ecological environment, landscape, and people's lives along the route; and accompany Lam Dong province for a long time to effectively exploit infrastructure, develop ancillary services, and attract secondary investment.
Mr. Tran Hong Thai, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lam Dong province, said that the groundbreaking of the Bao Loc - Lien Khuong expressway is to realize the dreams, expectations and concerns of many generations of leaders, authorities at all levels and people of the province.
“The Bao Loc – Lien Khuong Expressway project is not only a traffic route but also a development path, a symbol of consensus, determination and aspiration of the Party Committee, government and people of Lam Dong. Each road opened is a new horizon, each completed project is a solid step forward on the journey to bring the country far and high”, the Chairman of Lam Dong Provincial People's Committee emphasized.

Giving the order to start the project, Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh affirmed that the Bao Loc – Lien Khuong expressway will be a strong lever, creating new momentum for key economic sectors of Lam Dong and neighboring provinces.
The value of the Bao Loc – Lien Khuong expressway lies not only in its nearly 74km length, but also in the potential it unleashes for the entire strategic economic corridor hundreds of kilometers long, creating new growth momentum for the entire region.
The Permanent Deputy Prime Minister acknowledged and highly appreciated the capacity and experience of the consortium of investors (including T&T Group, Phuong Trang Group - FUTA GROUP and Phuong Thanh Company) that was selected to implement this key project; at the same time, he requested the People's Committee of Lam Dong province to focus on directing investors, supervision consultants and contractors to promote the highest sense of responsibility, and implement the project to ensure progress, quality and safety.
The Permanent Deputy Prime Minister requested the investor consortium to uphold their sense of responsibility, focus all financial resources, human resources, the most modern equipment and machinery, and organize construction to complete the project within 30 months as committed.
The commencement of the expressway at the turning point of the province's unification is a signal showing Lam Dong's determination in realizing a multi-center development space, redistributing growth poles and creating new momentum for the southern region.
The project is also a concrete step in implementing the National Road Network Planning and the Central Highlands Regional Planning for the period 2021 - 2030, with a vision to 2050 - towards a modern, synchronous, and green and sustainable transport infrastructure system.
Private economy takes the lead in realizing national development resolutions
The implementation of the Bao Loc – Lien Khuong expressway is not only a step forward in transport infrastructure but also a testament to the pioneering role of the private economy in realizing national strategic goals.
The project is invested in the form of PPP with the participation of 3 large private enterprises, in which T&T Group plays a core role - continuing to clearly demonstrate its commitment to becoming a pioneer in realizing major policies of the Party and State, especially Resolution 68-NQ/TW of the Politburo on developing the private economy into an important driving force of the national economy.
T&T Group is known as a leading private economic group in large-scale infrastructure projects in a multi-industry direction: energy infrastructure, seaports, logistics, airports, aviation industry - logistics - services - trade - airport urban areas... and now road traffic infrastructure with the Bao Loc - Lien Khuong highway.

Bao Loc – Lien Khuong Expressway is an important link in the transport – logistics infrastructure ecosystem of T&T Group.

This project is planned according to level 4C standards, and is proposing to upgrade to level 4E to be able to receive wide-body aircraft to serve the goal of international connectivity and development of the North Central region.
In particular, with a strategic vision, T&T Group recently proposed to adjust the planning and build an "Aviation - Logistics - Service - Trade - Airport Urban Complex" in Quang Tri province with a total area of up to more than 10,800 hectares.
