Survey on preferential credit policies for socio-economic development in ethnic minority and mountainous areas

- On the afternoon of June 13, the Survey Delegation to evaluate the implementation of Decree No. 28/2022/ND-CP dated April 26, 2022 of the Government and Decision No. 28/2015/QD-TTg dated July 21, 2015, led by Ms. Pham Thi Thanh Tung, Deputy Director of the Department of Credit for Economic Sectors of the State Bank of Vietnam, worked in Tuyen Quang province.

In the period of 2015-2025, the province has implemented a credit program for newly escaped poverty households according to Decision 28 of the Prime Minister with a total loan turnover of 727.6 billion VND/13,592 newly escaped poverty households receiving loans; implementing Decree No. 28 of the Government on preferential credit to implement the National Target Program on socio -economic development in ethnic minority and mountainous areas, supporting 1,588 households with residential land, houses, production land and job conversion with an amount of 75.8 billion VND.

Credit capital contributes to economic stability and development, ensuring social security, effectively implementing national target programs on sustainable poverty reduction, building new rural areas and socio-economic development in ethnic minority and mountainous areas.

At the meeting, delegates discussed and exchanged on the implementation of a number of credit programs and policies in the province; difficulties and obstacles in the implementation of Decree No. 28 of the Government ; the implementation of the arrangement of administrative units at the commune level, the lack of administrative units at the district level and the impacts on the activities of the Social Policy Bank, the Representative Board of the Social Policy Bank at all levels...

Comrade Hoang Viet Phuong, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Vietnam Bank for Social Policies, Provincial Branch, spoke at the meeting.

Speaking at the meeting, Mr. Hoang Viet Phuong, Vice Chairman of the Provincial People's Committee emphasized: In order to effectively implement and improve the quality of preferential credit policies for the poor and policy beneficiaries in the coming time, the province will focus on implementing a number of key contents. Specifically, continue to advise local Party committees and authorities at all levels to effectively implement preferential credit policies; develop a roadmap for allocating local budget capital to entrust through the Social Policy Bank; review and fully identify loan recipients, especially households that have just escaped poverty according to Decision 28 of the Government.

He also requested the Survey Team and relevant central ministries and branches to study and propose to competent authorities to consider allowing: extending the loan term; extending the policy benefit period for households; continuing to supplement capital sources; studying and proposing to allow workers in households that have just escaped poverty to borrow capital to work abroad.

Regarding the organizations implementing policy credit in the area, he suggested that when merging provinces, it is necessary to allow the headquarters and operations of the current district-level transaction offices to be kept intact, and to switch to the model of inter-commune cluster transaction offices; continue to maintain the operations of the provincial and commune-level entrusted organizations; and maintain the current commune transaction points. At the same time, communes in difficult areas that have met the new rural standards within 2 years should be allowed to continue to enjoy the loan policy for production and business households in difficult areas.
