Inauguration of Nam Dinh General Hospital: Aiming to become the leading medical center in the Southern Red River Delta region

Nam Dinh General Hospital is a key project in the health sector, which Nam Dinh province has invested in and restarted in 2021 after many years of interruption. After 43 months of focused and responsible construction efforts, by June 2025 the project was completed on schedule, ensuring quality. The project is not only a breakthrough in the strategy of developing health infrastructure, but also demonstrates the province's determination to achieve the goal of improving the quality of medical examination and treatment services, aiming at people's satisfaction, marking a new development step in the cause of protecting, caring for and improving people's health in the province and neighboring areas.

The Nam Dinh General Hospital Project, formerly the 700-bed Nam Dinh Provincial General Hospital Project, was started in 2007 with the investment goal of a regional-level General Hospital, serving the examination, treatment and health care of the people of Nam Dinh Province and neighboring provinces. The project has basically completed the main structural works, but for various reasons, it had to be suspended since 2012.

By 2019, based on the proposal of the Nam Dinh Provincial People's Committee and the central ministries and branches, in Document No. 842/TTg-KGVX dated July 12, 2019, the Prime Minister approved the policy of adjusting the project to build a 700-bed Nam Dinh Provincial General Hospital from a regional central hospital to a Nam Dinh Provincial General Hospital. Implementing the direction of the Prime Minister, the Provincial People's Committee directed the Provincial Construction Investment Project Management Board to review, evaluate the completed volume, inspect the quality of the project, and advise the Provincial People's Committee to approve the final settlement of the project's completed work volume; Coordinate with relevant units to urgently carry out procedures to implement project adjustments, carry out procedures to prepare for investment and construction, be appraised by the Ministry of Construction and approved by the Provincial People's Council in principle for the investment project to build Nam Dinh General Hospital (on the basis of adjusting the investment project to build the old 700-bed Nam Dinh General Hospital) and the Provincial People's Committee approved the project in Decision No. 2170/QD-UBND dated September 1, 2020.

Comrade Dinh Van Phuong, Director of the Provincial Construction Investment Project Management Board, said: The Nam Dinh General Hospital construction investment project is implemented on a land area of ​​9.25 hectares in the center of My Trung Urban Area (Nam Dinh city), with a design scale of 700 beds, including departments and rooms according to the standards of a provincial general hospital, with a total investment of 1,755 billion VND; implementation time until the end of 2025. In which, the total land area for construction is 19,840.2m2, planned harmoniously, optimizing the use of land from construction land, traffic land, technical infrastructure to landscape campus; total construction floor area of ​​74,612m2; construction density of 21.4%; land use coefficient of about 0.81 times; number of floors from 1 to 11 floors. The main construction block of the Provincial General Hospital investment project consists of 6 buildings designed as a block, connected by lobbies and corridors, including: Building No. 1 is 8 floors high - Emergency department, technical and administrative services; Building No. 2 is 10 floors high - Department of diagnostic imaging, laboratory and inpatient departments; Building No. 3 is 11 floors high - Department of outpatient examination and treatment and inpatient departments; Building No. 4 is 4 floors high - Department of infectious diseases; Building No. 5 - General surgery building; Building No. 6 - Bridge building connecting Buildings 2 and 3. The departments and rooms are designed in the direction of a modern hospital, with advanced technology of current medicine, and utilities suitable for actual usage needs.

The project is very large in scale, with many complex construction items, combining renovation and new construction, so the design, review and appraisal process is lengthy. The construction process encountered many problems, additional adjustments and site handling to suit the actual status of the project for many years and ensure the design goals. In addition, the construction process was interrupted due to the COVID-19 pandemic, many times there was a shortage of materials; imported equipment was delayed due to geopolitical fluctuations in the world... However, with the attention, close and timely leadership and direction of the Provincial Party Standing Committee, the leaders of the Provincial People's Committee, the coordination and support of relevant departments and branches, and high determination, the spirit of urgent and continuous labor production, after 43 months of intense concentration on construction, the project was completed and approved by the Department of Construction of Nam Dinh province, qualified for handover and put into operation.

The operation of Nam Dinh General Hospital is of great significance, contributing to improving health care for people and promoting economic development and social security for the people; contributing to the successful implementation of the Resolution of the 20th Congress of Nam Dinh Provincial Party Committee, term 2020-2025. In the coming time, the Provincial Construction Investment Project Management Board will continue to closely coordinate with departments, branches and Nam Dinh General Hospital to ensure that the project after handover is exploited and used safely, achieving the highest efficiency, fulfilling the assigned mission well, worthy of the trust, being the place to entrust the health of tens of thousands of people inside and outside the province.
