Xuan Truong District Party Committee leads the implementation of key tasks and breakthroughs

Comrade Bui Van Hao, Member of the Provincial Party Committee, Secretary of the District Party Committee, Chairman of the People's Council of Xuan Truong District, said: The District Party Congress for the 2020-2025 term sets out 5 key programs to focus on implementing in the following areas: Party building, personnel work; industrial and agricultural development, new rural construction; building socio -economic infrastructure, promoting investment attraction, administrative reform; land management; ensuring national defense and security. The Congress also sets out 3 breakthroughs in personnel work; promoting administrative reform, attracting investment and building infrastructure for socio-economic development. To soon realize the above goals, the District Party Committee has issued 4 thematic resolutions for the entire term closely following the 5 key tasks and 3 breakthroughs in the District Party Congress resolution. At the same time, focus on leading and directing Party committees and authorities at all levels to promote propaganda, dissemination and raising awareness of the importance of the resolutions to Party cells, Party members and people in the area; direct agencies, units and localities to develop plans and action programs to concretize the implementation of the resolutions. The Standing Committee of the District Party Committee has assigned each comrade in the Standing Committee of the District Party Committee, the Executive Committee in charge of fields, Party cells and affiliated Party committees to lead and direct the implementation of the set tasks; promote the role of Party secretaries, heads of agencies and units when organizing the implementation of resolutions and promote the self-awareness and creativity of cadres and Party members in performing assigned duties and tasks. In particular, during the implementation process, the District Party Committee always closely follows the leadership and direction of the Provincial Party Committee, the Provincial People's Committee and the practical situation, promptly grasping the requirements and tasks of each stage; Identify and promptly remove difficulties and obstacles and replicate good models, good practices, creativity and efficiency...

With the focus on leadership, direction, promulgation and serious and timely implementation, up to now, the key tasks and breakthroughs of Xuan Truong District Party Committee have gradually brought into play clear effectiveness in practice. Typically, the implementation of key tasks on agricultural production and new rural construction has achieved many important results, changing the face of the countryside and improving the quality of people's lives. In particular, the district has actively and proactively implemented agricultural restructuring; production stages have been rapidly mechanized, forming and expanding concentrated commodity production areas according to the model of "Large fields, linked fields", limiting the situation of abandoned fields, wasting land resources, contributing to promoting economic growth. In the period of 2020-2025, the average growth rate of agricultural production value is estimated at 2.43% (exceeding the target set by the Congress); The average value of harvested products per hectare of cultivated land is estimated at 156.01 million VND (an increase of 55.93 million VND compared to the period 2015-2020). The proportion of agriculture and aquaculture in the economic structure decreased to 7.83%. The construction of new rural areas completed the set target early. With the motto "People do, State supports", in the past 5 years, the district has mobilized 717,861.15 million VND to invest in building economic and social infrastructure. Up to now, 14/14 communes and towns have been recognized by the Provincial People's Committee as meeting advanced new rural standards and 7 communes have been recognized as meeting model new rural standards; Xuan Truong town has been recognized as meeting civilized urban standards, Xuan Phuc commune has met smart commune standards, Xuan Truong district has been recognized by the Government as an advanced new rural district in 2024; 140/167 villages, hamlets, and residential groups were recognized as Model New Rural Residential Areas (83.83%). The One Commune One Product (OCOP) program was focused on and actively implemented; the entire district had 54 products recognized as OCOP products. Agricultural production models associated with the development of OCOP products have contributed to increasing the added value of agricultural products, creating jobs and increasing income for subjects participating in the program.

In implementing the breakthrough in improving the quality of planning and planning management to serve socio-economic development, the district has completed the work of making land use planning for the period 2021-2030 and annual land use plan; completed the making and adjustment of the District Construction Planning to 2030 with a vision to 2050; made and adjusted detailed planning of concentrated residential areas in communes and towns... Gradually completing and constructing traffic infrastructure according to the planning, strengthening connections between expressways, national highways, provincial roads, industrial parks, industrial clusters to create conditions for socio-economic development, promoting regional linkage development. Over the past 5 years, the total investment in basic construction in the district has reached 1,386 billion VND. The district has implemented the construction of 13 resettlement area and concentrated residential area projects in localities with a total investment of about 541 billion VND. There have been 25 projects (25 secondary investors) approved by the Provincial People's Committee to prepare documents and investment procedures for the expanded Xuan Tien Industrial Park; of which 17 projects have completed investment procedures with a total registered capital of nearly 130 billion VND; 8 projects are undergoing investment procedures; 7 projects are being implemented with a total registered capital of 872.217 billion VND. In addition, there are currently many investors registered to invest in the district and have been permitted by the Provincial People's Committee to conduct research and surveys to prepare investment reports with a total estimated investment cost of about 9,155 billion VND.

Along with planning work, administrative reform work has been focused on and implemented drastically by Xuan Truong district. The district has developed and implemented the Administrative Reform Plan for the period 2021-2025, building e-government; handling administrative procedures according to the "One-stop, one-stop electronic" mechanism. Resolutely implementing solutions to improve and enhance the Administrative Reform Index, People's Satisfaction Index for the service of State administrative agencies, reforming administrative procedures; promoting online public services, strengthening administrative discipline and order, contributing to improving competitiveness to attract investment in the area. The implementation of digital transformation tasks such as: digital government, digital economy, digital society, digital infrastructure, etc. has been deployed and organized relatively effectively. To date, 263 district-level administrative procedures have been fully updated on the Provincial Public Service Portal and made public on the District Electronic Information Portal, of which 100% of administrative procedures are provided online in full and in part.

Regarding the breakthrough in personnel work, the Standing Committee of the District Party Committee has issued regulations on decentralization of personnel management and appointment, introduction of candidates for election; promptly reviewed, revised and supplemented a number of contents of regulations on personnel work; focused on adding young and female cadres to the planning source associated with training and fostering cadres. After 5 years of implementing Resolution No. 42-NQ/HU dated July 7, 2021 of the District Party Committee on improving the quality of cadres, civil servants and public employees from the district to the grassroots level in the period of 2021-2025; the quality of the district's leadership and management cadres has been improved. The arrangement and use of cadres has basically been consistent with the qualifications, capacity and work requirements; overcoming the local and closed situation of localities, agencies and units in personnel work. The work of rotating, transferring and appointing cadres has been strengthened. Up to now, the rate of district-level cadres, civil servants and public employees with university degrees or higher has reached 100%, and at the commune level it has reached about 80%...

The strong impression from the implementation of key tasks and breakthroughs has significantly contributed to the successful implementation of the targets and tasks set out in the Resolution of the 24th Xuan Truong District Party Congress. In the period of 2020-2025, the socio-economy continues to develop stably and sustainably; the annual economic growth rate reaches over 10%, higher than the average of the province. The scale of the economy is expanded. The economic structure has shifted in a progressive direction, with the proportion of industry, construction, and services accounting for 92%; agriculture and fishery 8%. All 15/15 main targets of the term have been achieved and exceeded the plan, with many targets reaching the highest level ever. This is an important foundation to motivate localities after the rearrangement of commune-level administrative units to enter a new stage of development for grassroots governments, with a more effective and efficient operating apparatus.
