Working Group 874: Removing investment "bottlenecks", opening up development momentum for Nam Dinh

Since April 2021, the People's Committee of Nam Dinh province has established a Working Group to inspect, urge, and remove difficulties and obstacles for investment projects in the area according to the Investment Law. After more than 4 years of persistent and effective operation, this model has proven its necessity, becoming an "extended hand" of the provincial government in creating an open investment environment, promoting the progress of many key projects and laying the foundation for a dynamic and modern administrative apparatus, especially in the context that Nam Dinh will no longer be a separate province, but will merge with Ha Nam and Ninh Binh provinces to form a new province with a larger scale and a longer-term vision.

Working Group 874, headed by Mr. Tran Anh Dung, Member of the Provincial Party Committee Standing Committee and Permanent Vice Chairman of the Provincial People's Committee, met with investors to agree on solutions to remove obstacles for projects with capital outside the State budget.

On April 23, 2021, the Chairman of Nam Dinh Provincial People's Committee signed Decision No. 874/QD-UBND on the establishment of a Working Group to inspect, urge, and remove difficulties and obstacles related to investors' investment projects according to the provisions of the Investment Law in Nam Dinh province (referred to as Working Group 874). The Working Group is headed by Comrade Tran Anh Dung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; its members are heads of departments and branches: Finance, Agriculture and Environment, Justice, Construction and the Office of the Provincial People's Committee. The Working Group consists of professional staff from advisory agencies to assist the Provincial People's Committee, ensuring in-depth and inter-sectoral handling of issues.

Since its establishment, the Working Group has been assigned key tasks: monitoring, urging, and inspecting the progress of investment projects in the province; proactively grasping difficulties and problems of investors and promptly proposing solutions within its authority. For matters under the authority of the Central Government, the Working Group recommends that the province report and ask for direction. This is considered a strong step forward in the "practical, business-oriented" working style of the provincial government.

During 4 years and 3 months of operation (from April 2021 to June 2025), the Working Group has organized 70 meetings, an average of 3 meetings/2 months, to directly work with investors, departments, branches and leaders of relevant localities. Thereby, it has removed difficulties and obstacles for 15 non-state budget investment projects, mainly large-scale projects that affect the structure of industry, urban areas and land use of the province.

One of the typical cases showing the strong and effective participation of the Working Group is the Green Steel Complex of 3 projects of Xuan Thien Group in Con Xanh (Nghia Hung), with 21 separate "resolving" meetings. This is a group of dynamic projects of Nam Dinh province, large-scale, high-tech, worth 98,900 billion VND, playing an important role in creating a stepping stone for the province to continue attracting large investors to participate in creating, building and developing the marine economic zone, Ninh Co Economic Zone. Closely accompanying and continuously removing difficulties helps the project to gradually implement in the right direction, limit risks, and create a positive spillover effect in attracting investment. The projects monitored by the Working Group are mainly under the authority of the Provincial People's Committee to decide on investment policies. In addition, the Working Group also participated in supporting and removing difficulties in implementing projects under the authority of the Prime Minister such as: My Thuan Industrial Park, Bao Minh expansion, Rang Dong, clearly demonstrating the role of a bridge between the Central - local - investors, creating unity of action in attracting and implementing large projects.

The drastic and quick handling mechanism of Working Group 874 contributed to removing difficulties and speeding up the site clearance progress of the Green Steel Complex of 3 projects of Xuan Thien Group in the Con Xanh area.

Projects with results – Investors with confidence

According to the overall assessment, the difficulties and obstacles in implementing the projects have been basically resolved, the implementation progress basically ensures the right roadmap as advised and proposed by the Working Group. Thanks to that, many projects have the conditions to accelerate progress, reduce costs for investors and shorten investment time, put the project into operation soon, creating new momentum for the local economy. From the business side, the records at the meetings all show the spirit of companionship, receptiveness and high responsibility from the Working Group. Xuan Thien Group representative said that thanks to the direct working mechanism, step-by-step guidance and the determination of Working Group 874, the bottlenecks were removed, the progress of settlement and handover of the site of the 3 Green Steel Project Complex in the Con Xanh area was accelerated, not only helping the Group save time and be able to invest in projects according to the set schedule, but also feeling the respect and true companionship from the local authorities. Xuan Thien Group representative also believes that with the active support from authorities at all levels and functional branches of Nam Dinh province, the Group will continue to effectively and safely implement projects according to plan.

According to the overall assessment, thanks to maintaining meetings and open dialogues, the Working Group model has significantly improved the speed of work processing between sectors, while raising the sense of coordination, minimizing the situation of pushing, overlapping or avoiding responsibility. Looking at the Working Group 874 model, we can see the change in the thinking and management methods of the Nam Dinh provincial government. From each department and sector handling a part of the work according to its function, now the units sit together in a unified working group, handle synchronously and clearly with responsibilities, not letting "small bottlenecks prolong into big delays". Not stopping at handling each specific project, the Working Group also contributes to perfecting the inter-sectoral coordination process, drawing experience for building new investment mechanisms in the future, especially when implementing inter-regional projects, integrating multiple sectors such as industry - urban - service - transport infrastructure.

From this foundation, when Nam Dinh province merges with Ha Nam and Ninh Binh provinces to form a new province, the Working Group 874 model can be completely inherited and promoted into a specialized, streamlined, decisive, and quick-response mechanism, contributing to building a modern, service-oriented administration that takes people and businesses as the center in the new development stage./.
