Affirming the position of the Northern growth pole

The Resolution of the 15th Provincial Party Congress identified 19 main targets, 5 key tasks, 3 breakthroughs, creating momentum for the province's development in the period of 2020-2025, with a vision to 2030. With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", promoting the strength of great national unity, the spirit of "Discipline and Unity", the will and aspiration to rise up, the Party Committee, the government and the people of all ethnic groups in the province have strived to overcome difficulties, seize opportunities, achieve and exceed the goals and targets set by the Resolution of the 15th Provincial Party Congress.

The Provincial Party Committee entered the 2020-2025 term in a context of many opportunities from the innovation foundation of previous terms; but also faced unprecedented difficulties and challenges. Promoting the spirit of self-reliance, cultural values ​​and human strength, the Party Committee, government and people in the province have united, made efforts, persevered in overcoming difficulties, maintained stability and created new steps of development. Up to now, Quang Ninh has completed and exceeded 16/19 targets of the Congress Resolution, many results reached outstanding levels, affirming its role as a growth pole of the Northern region.

The work of building and rectifying the Party and the political system has been comprehensively and resolutely implemented in all aspects of politics, ideology, ethics, organization and cadres. The apparatus continues to be improved in the direction of "streamlining - compactness - strength - efficiency - effectiveness", suitable for the 2-level local government model, operating smoothly and effectively. Many creative models such as "4-good Party Cell", "4-good Grassroots Party Committee", and thematic activities of "Party Cell 35" have been widely replicated. The movement "Youth for the Party" has spread strongly among students and non-state sectors. Since the beginning of the term, the Provincial Party Committee has admitted 14,789 new Party members, an average increase of 3.23% per year.

The economy maintains an impressive growth rate, averaging 10.4% per year in the 2021-2025 period, 1.7 times higher than the whole country, completing the target of the Resolution of the 15th Congress. By 2025, GRDP is estimated to reach 395,000 billion VND, 1.9 times higher than in 2020; GRDP per capita is more than 11,000 USD, 2.23 times higher than the whole country; social labor productivity reaches 580 million VND/person, up 13.4%/year, far exceeding the target of the Resolution of the Congress; the economic structure has shifted positively, the proportion of industry, construction, services and product taxes is estimated to reach 95.9% (in 2020, it is   93.4%) .

Quang Ninh continues to play a pioneering role in administrative reform and investment attraction. The province has been at the top of the PCI, PAR Index, SIPAS, PAPI, and ICT Index for many years, affirming its integrity, creativity, action, and service to the people, and is an attractive destination for domestic and international investors.

Three strategic breakthroughs were implemented synchronously and drastically, creating a clear mark. The Provincial Party Committee and the Provincial Party Committee gave opinions on 15/15 key projects and programs; issued 4 resolutions, 9 conclusions, 1 program, 3 plans, and 1 decision. The socio-economic infrastructure system, especially transportation, urban areas, tourism and services, was invested in a modern and synchronous manner, creating a new breakthrough in regional connectivity and promoting rapid and sustainable development. The urbanization rate is among the highest in the country, putting Quang Ninh in the top 5 provinces and cities with the highest urbanization rate.

Quang Ninh has eliminated 100% of temporary housing and newly-emerged dilapidated housing; reached the target 3 years ahead of schedule in the National Target Program on Sustainable Poverty Reduction for the period 2021-2025; to date, the province has no poor or near-poor households according to its own poverty standards (1.4 times higher than the central standard). Health indicators are all higher than the national average: The rate of participation in health insurance is 95.75%; the number of doctors is 17 people/10,000 people, 1.13 times higher than the national average; the provincial level has implemented nearly 50% of the techniques of the central level. In 5 years, on average, nearly 30,000 workers have been created jobs each year, exceeding the target of the Congress Resolution; at the same time, focusing on vocational training, child protection, and care for the elderly.

Assessing the province's achievements, Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics, emphasized: I highly appreciate the Provincial Party Committee, the Standing Committee of the Quang Ninh Provincial Party Committee and more importantly, the strength, courage and intelligence of the people of Quang Ninh with the spirit of "Discipline and Unity", always innovating continuously, especially always having many good practices and good models. That has made Quang Ninh a very dynamically developing locality. Quang Ninh has continuously achieved double-digit growth rates, even during the years of the Covid-19 pandemic and typhoon Yagi, growth still reached about 10%, continuing to be a bright spot in the development of the whole country. The Party Committee, government and people of the whole province have the right to be proud of the results the province has achieved in the past term.

The comprehensive and outstanding results in the 2020-2025 term are vivid evidence of the efforts of a Party Committee that is always united and creative, of a locality that dares to innovate and make breakthroughs. Quang Ninh has risen to become one of the leading provinces in the innovation of the Northern Delta, a growth pole of the Northern region, and is now   more clearly shaping a rich, civilized, modern Quang Ninh. Thereby,   create a solid foundation to enter the new term 2025-2030 with the aspiration for higher development in the era of national growth.
