The Ministry of Construction has just issued a document responding to the petition of Hanoi voters regarding the site clearance for the North-South high-speed railway in the area.
Previously, Hanoi voters reported that the capital's planning had determined that the North-South high-speed railway line and technical infrastructure serving the line would pass through Thuong Tin district (administrative unit before July 1).
Voters recommended that relevant ministries and agencies prepare documents to set up railway boundary markers and soon implement the project to create favorable conditions for localities in management, investment and construction according to the planning as well as promote socio -economic development in Thuong Tin district.
Proposal to set up railway boundary markers
Responding to this proposal, the Ministry of Construction said that the North-South high-speed railway project (the Project) was established based on the planning of the provinces and cities where the project passes, the Railway Network Planning for the period 2021-2030, with a vision to 2050, and other relevant planning. The project was approved by the National Assembly in its investment policy in Resolution No. 172/2024.
Implementing Resolution No. 172, the Government issued Resolution 106/NQ-CP dated April 23, 2025, assigning specific plans and tasks to each ministry, branch, and locality to implement in order to meet the project's commencement schedule by the end of 2026. The Prime Minister established a Steering Committee for important national railway projects and works, headed by the Prime Minister, to urge and direct the implementation of the project.
Accordingly, the site clearance work of the Project, carried out by Hanoi city and localities where the project passes through, will be basically completed by December 2026 to hand over the site to the construction contractor.
Implementing the direction of the Government and the Prime Minister, the Ministry of Construction has assigned the Railway Project Management Board (the Investor in the investment project preparation step) to hand over the Project dossier including the Pre-Feasibility Study Report, the dossier of the line and station clearance boundary and the route center coordinates according to the Project dossier to 20/20 provinces and cities where the project passes through. This is the basis for preliminary review of the needs and implementation of resettlement areas, serving the project's clearance work.
The Railway Project Management Board has also completed the assignment of staff to participate in the Steering Committee for Land Acquisition and Site Clearance of 20/20 provinces and cities. Localities have actively implemented and assigned units to preside over the land acquisition and site clearance work in the locality; are establishing the Steering Committee for Land Acquisition and Site Clearance, making implementation plans, reviewing resettlement needs... to ensure the progress of the project's commencement as directed by the Prime Minister.
To ensure the progress of implementation, the Ministry of Construction requested the Hanoi City National Assembly Delegation to pay attention to directing local departments, branches and sectors to promptly carry out tasks according to plan and propagate to people to understand the Party's policies and the State's legal regulations to support the Project in site clearance work.
The Ministry of Construction also said that in the process of preparing the next Feasibility Study Report, the Ministry will continue to direct the Investor and related units to closely coordinate with localities to promptly provide project documents, land acquisition and clearance stake records, and railway boundary markers for localities to ensure progress.
The Government Office recently issued a Notice of Conclusion by Deputy Prime Minister Tran Hong Ha at a meeting on the compensation, support, and resettlement (land clearance) project for the high-speed railway on the North-South axis.
Accordingly, the Deputy Prime Minister requested ministries, branches and localities to clearly define their responsibilities, promote the spirit of initiative and creativity, promptly implement assigned tasks, and ensure full conditions for the Project to start construction in December 2026 as required by the Government. In the immediate future, focus on completing procedures related to site clearance and resettlement; select a number of important locations (stations, convenient sections) to organize groundbreaking ceremonies, start resettlement areas to serve the Project's site clearance and resettlement work on August 19, 2025.
For localities where the route passes through, the Deputy Prime Minister requested to urgently establish a Provincial Steering Committee directly led by the Secretary of the Provincial/Municipal Party Committee, to be completed before July 5, 2025.
