Overcoming natural disaster consequences, ensuring traffic on National Highway 14B

According to the report of the Department of Transport of Quang Nam , due to the impact of heavy rain from December 6 to December 26, 2024 and the rain from January 9 to January 14, 2025, the road surface of km32+126 - km73+254 on National Highway 14B (through Quang Nam territory in Dai Loc and Nam Giang districts) has been damaged locally. The above situation causes difficulties for people and vehicles participating in traffic, potentially posing a risk of traffic safety. The damage mainly occurs in the form of local damage to the foundation and road surface (local cracks, peeling; potholes).

Deputy Director of Quang Nam Department of Transport - Mr. Tran Ngoc Thanh said that immediately after the damage occurred, the industry reviewed the location of the damaged road surface within the scope of periodic repair projects (from 2022 to 2024) to request the implementation of the warranty responsibility for the project for 630m2 of damaged road surface according to the approved structure. For the remaining damage outside the scope of the project (about 15,238m2), the department directed the regular maintenance contractor (Quang Nam Transport Construction Joint Stock Company) to arrange forces to guide and regulate traffic and immediately carry out the work of leveling and flattening the locally damaged road surface locations, ensuring smooth and safe traffic.

In order to have a basis for implementing activities to overcome the consequences of natural disasters and restore traffic activities according to the provisions of Clause 2, Article 4 of Circular No. 40, based on the provisions of Point g, Clause 1, Article 15 of Circular No. 40 dated November 15, 2024 of the Ministry of Transport , the Department of Transport of Quang Nam has proposed that the Vietnam Road Administration approve the scale and solutions to reinforce and restore the old structure at damaged locations of the foundation and road surface.

Specifically: For the location of subsidence and local potholes due to damage to the upper foundation layer and road surface (type 1 damaged structure), the damaged foundation and old road surface will be excavated; the upper foundation layer will be restored with type I crushed stone aggregate reinforced with 3.5% cement; the lower road surface layer will be restored with 7cm thick asphalt concrete; the upper surface layer will be restored with 5cm thick asphalt concrete to the old road surface elevation. The total area of the treatment of type 1 damaged structure is about 10,740m2.

For cracked and peeling road surface (type 2 damaged structure), the old damaged road surface structure will be scraped off with a thickness of 5cm; the upper layer will be restored with 5cm thick asphalt concrete to the old road surface level. The total area of the type 2 damaged structure treatment is about 4,972m2.

The Vietnam Road Administration has agreed on a solution to restore the old structure at the damaged foundation and road surface locations as proposed by the Quang Nam Department of Transport and requested urgent implementation of disaster recovery, congestion handling, and traffic safety on National Highway 14B to ensure safe and smooth traffic. The Quang Nam Department of Transport is responsible for reviewing the volume of damage on National Highway 14B to ensure that the locations for handling do not overlap with the periodic repair projects that are being implemented, or have been implemented and are under construction warranty.
