We arrived at Lao Cai Drug Rehabilitation Center No. 1 on a Monday morning. When we arrived, the officers and employees of Division 1, Lao Cai Drug Rehabilitation Center No. 1 were preparing for the flag-raising ceremony. This is a new feature after Lao Cai Provincial Police took over the task of State management of drug rehabilitation and post-rehabilitation management from March 1.

After receiving the command from the comrade on duty, more than 500 officers, employees and students at Division 1, Drug Rehabilitation Center No. 1 of Lao Cai province solemnly and properly performed the flag-saluting ceremony. When the national anthem was played, we - reporters who penetrated the reality were also filled with an emotion that is difficult to describe in words. Since March 1, Drug Rehabilitation Center No. 1 of Lao Cai province has been assigned to the Department of Investigation of Drug Crimes of Lao Cai Provincial Police for management. Immediately after receiving the new assignment, Lieutenant Colonel Nguyen Van Hung, Head of Drug Rehabilitation Center No. 1, Department of Investigation of Drug Crimes of Lao Cai Provincial Police, and the assigned officers quickly got to work without interruption. Initially, they approached and stabilized the organization; then they assigned tasks to officers and contract workers.
“After surveying the agency headquarters, we replaced all the signs, billboards, festive decorations, signs, etc., in accordance with the regulations and instructions of the Public Security Forces’ internal affairs. Along with that, we reviewed the fence system to ensure security and safety at the facility…”- Lieutenant Colonel Nguyen Van Hung continued.
In the following days, on the basis of receiving the existing facilities and assets in their original state, Lieutenant Colonel Nguyen Van Hung and the assigned officers were always concerned with the question of how to make the officers and soldiers of Lao Cai Province Drug Rehabilitation Center No. 1 closely coordinate with the officers and employees of the old apparatus to manage and operate most effectively; ensure the normal operation of the facility; and promote the management,education , care and treatment of students at the facility.

Along with the construction of facilities, the unit's staff has continued to regularly maintain a constant grasp of the psychology of the trainees. From there, there are methods and measures to manage the trainees most appropriately; minimizing the escape or negative occurrences. To do that, the unit's leaders have regularly informed the officers and soldiers that the drug rehabilitation facility is an educational environment. Each officer and soldier of the unit has the task of guiding and helping the trainees to be aware of the harmful effects of drugs. From there, each person trains their own political will and firm stance, determined to give up drugs" - The head of the drug rehabilitation facility continued.
Since then, all activities of Lao Cai Province Drug Rehabilitation Center No. 1 have been carried out smoothly; the policies of employees and trainees are guaranteed according to the provisions of law. Ms. Tran Kim Tuyen - Trainee Management Team, Vocational Education - who has worked for 19 years at Lao Cai Province Drug Rehabilitation Center No. 1 said: When there was a policy to transfer the State management tasks of drug rehabilitation and post-rehabilitation management to the Ministry of Public Security, she could not help but worry about the salary and allowance regime that she would receive after signing a contract with the police force. However, after being fully informed about the policy of the arrangement and transfer plan, Ms. Tuyen clearly understood her rights and felt secure in her work.
Up to this point, the staff, workers and students are all at ease in their work and treatment. The management of drug addiction treatment has become more disciplined, the regulations are more secure, the students are also more assured in their rehabilitation, there are no more cases of students violating the regulations. As for the students, the initial anxiety has quickly passed. Over time, each student feels the daily changes of Lao Cai Drug Rehabilitation Center No. 1.

Luu Hong Son, a student at the drug rehabilitation center, confided that before he got involved in drugs, Son had a stable job. But then, because of keeping up with his friends, Son became addicted without realizing it... Because of his addiction, his family's assets also gradually disappeared. Talking to us, student Luu Hong Son shared: "At first, I also felt stressed when I heard that the police force had taken over management, but today I see that the officers are very friendly and approachable. All activities are maintained, and the working, eating, resting, and living conditions are all guaranteed. My fellow students and I will strictly follow the rules and regulations, try to maintain order, and give up drugs so that when we go out into society, we can integrate and rebuild our lives."
Talking to us, Lieutenant Colonel Nguyen Van Hung, Head of Drug Rehabilitation Center No. 1, Department of Drug Crime Investigation, Lao Cai Provincial Police shared that Drug Rehabilitation Center No. 1 of Lao Cai province manages more than 1,000 drug addicts in 2 sub-areas.
After a period of reception, up to now, the activities of Lao Cai Province Drug Rehabilitation Center No. 1 have been stable. Based on the assigned tasks, the working groups have carried out their tasks smoothly. Including ensuring policies for students undergoing drug rehabilitation at the center; understanding the psychology as well as disseminating new regulations of the Ministry of Public Security on drug rehabilitation procedures; internal regulations of the drug rehabilitation center...

Along with that, activities such as receiving, screening, evaluating, classifying, determining addiction status; organizing drug rehabilitation and post-rehabilitation management, coordinating labor therapy, vocational training, and job creation are being carried out systematically and effectively, and all trainees are strictly complying.
The transfer of the State management tasks on drug addiction treatment and post-treatment management from departments and branches to Lao Cai Provincial Police marks an important transition; the management of drug addicts is synchronous and consistent from the time the subjects are in society, implementing drug addiction treatment measures at drug addiction treatment facilities and post-treatment management.
This is also one of the important solutions to achieve the goal of reducing drug demand in the province. With the spirit of not interrupting drug rehabilitation work, Lao Cai Provincial Police quickly approached and deployed the task in a methodical and scientific manner - Lieutenant Colonel Hung continued.
In the coming time, the workload is still very large; there are also many difficulties and risks... However, with the mindset of both implementing and learning and gaining experience, the police force directly receiving and operating drug rehabilitation facilities has created clear positive changes, not only contributing to maintaining security and order, but also improving the effectiveness of drug rehabilitation work, helping many people who have made mistakes find themselves again and return to life.
