Accordingly, the orientation for arranging and reorganizing public service units in the field of science and technology under ministries and ministerial-level agencies is as follows: The arrangement and reorganization of public service units in the field of science and technology is based on the overall assessment of research results that science and technology organizations have carried out based on measuring the effectiveness of the practical impact on socio -economic development of the research results.
Strengthen support for basic and applied research atuniversities and research institutes in an orientation consistent with the functions and strengths of each organization; gradually transfer public science and technology organizations operating in the field of basic research to universities and academies to promote the linkage between research and training.
For strategic and policy research units; Information Technology Center or Digital Transformation Center, follow the instructions in Document No. 141/KH-BCĐTKNQ18 dated December 6, 2024 of the Steering Committee on summarizing the implementation of Resolution 18-NQ/TW.
Ministries and ministerial-level agencies have science and technology organizations that research, apply and develop technology according to major state management fields assigned by the Government, ensuring no overlap in functions and tasks; not increasing the number of focal points and employees receiving salaries from the state budget; and rearranging and reorganizing internal focal points of science and technology organizations to ensure streamlined, effective and efficient operations.
Regarding the orientation of arranging and reorganizing public service units in the field of science and technology at the local level managed by the provincial level as follows: Promoting the development of organizations performing the tasks of innovation and creative startups at the provincial level to improve efficiency, increase added value, economic and social efficiency and quality of life.
S&T organizations established to conduct applied research and develop technology based on local strengths are arranged and reorganized based on an overall assessment of research results that S&T organizations have carried out based on measuring the practical impact on socio-economic development of research results.
The Ministry of Science and Technology requests ministries, ministerial-level agencies, and provincial People's Committees to reorganize and rearrange without affecting the quality and efficiency of public service provision, especially basic and essential public services serving state management.
Ministries, ministerial-level agencies, and provincial People's Committees that do not merge provincial-level administrative units must review, rearrange, and reorganize public service units in the field of science and technology before June 30, 2025.
After merging provincial administrative units, the Provincial People's Committee shall reorganize and rearrange public service units in the field of science and technology before July 5, 2025.
Ministries, ministerial-level agencies, and provincial People's Committees shall send reports on the implementation of the arrangement and reorganization of public service units in the field of science and technology to the Ministry of Science and Technology no later than July 5, 2025 for synthesis and reporting to the Prime Minister and the Steering Committee for the implementation of Resolution No. 57-NQ/TW; at the same time, it shall serve as a basis for proposing key investments for strong organizations.
