Leaders attend the opening ceremony of the 2023 national second division tournament
This year, the tournament brings together 14 clubs and is divided into two groups A and B based on geographical areas. Group A includes the following teams: Gama Vinh Phuc, Lam Dong, Dak Lak, Luxury Ha Long, PVF, SHB Da Nang Youth, Quang Nam Youth. Group B includes the following teams: Ho Chi Minh City Youth, Gia Dinh, Dong Nai, Tien Giang , Dong Thap, Dugong Kien Giang, Vinh Long.
The teams will compete in a round-robin format with home and away matches to determine the ranking points in each group. The first and second teams in each group will qualify for the final round to win promotion, which will take place from August 13 to August 16 and will be paired according to the prescribed code diagram. The two winning teams will qualify for the national first division in the 2023-2024 season.

The two losing teams will play a play-off with the 10th-placed team in the 2023 national first division to compete for a place in the 2023-2024 national first division. The two teams at the bottom of each group will be relegated to the third division next year.
Speaking at the opening ceremony of the tournament, Mr. Duong Nghiep Khoi - General Secretary of VFF, Head of the tournament's Organizing Committee emphasized: "This is the highest tournament in the national non-professional football tournament system, a gateway for football teams to advance to compete in professional tournaments, and at the same time, it is also a playground to help maintain and develop the football movement in localities across the country and an environment for players to compete and develop their careers".

Mr. Duong Nghiep Khoi also believes that with the efforts of the VFF in organizing, the close coordination of the participating clubs, the tournament will continue to receive the attention and support of a large number of fans, as well as demonstrate the professional progress of the matches, thereby creating a competitive environment, contributing to the overall development of Vietnamese football.
Immediately after the opening ceremony, the opening match in Group A took place between the home team Luxury Ha Long and the away team PVF. Also in this group, Youth SHB Da Nang welcomed Youth Quang Nam at Hoa Xuan Stadium, while Lam Dong visited Dak Lak Stadium.

In Group B, Tien Giang will play their opening match at home against Gia Dinh, Ho Chi Minh City Youth will meet Dong Nai at Thong Nhat Stadium and Dugong Kien Giang will face a challenge from visiting team Vinh Long.
