Conference to promote the implementation of tasks of Project 06/CP

On the afternoon of November 14, in Ho Chi Minh City, Deputy Prime Minister Nguyen Hoa Binh chaired an online conference with provinces and cities to promote the implementation of tasks of Project 06/CP. Attending at the Ninh Thuan bridge point was comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

At the conference, the Department of Administrative Police for Social Order - Ministry of Public Security reported the results of the implementation of Project 06/CP of 11 provinces and centrally-run cities - provinces at risk of not completing the digitization of civil status data including: Ho Chi Minh City, Nam Dinh, Thai Binh, Thai Nguyen, Binh Phuoc , Dong Nai, Kien Giang, Ninh Thuan, Phu Tho, Quang Nam and Thanh Hoa. The localities discussed and contributed ideas to ensure the implementation of the goals and tasks set out in the Project. Next, the ministries and branches answered and resolved the difficulties and obstacles of the localities in the implementation process.

Speaking at the discussion on the difficulties and obstacles in implementing the Electronic Health Book (ESH) on the VNeID application, comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that in the past time, the province has always paid attention to and focused on implementing Project 06/CP according to the direction of the Government; up to now, it has basically completed 40/42 tasks of the Project in 2024. The province's online file processing rate is 79.23%, exceeding the target by 4.23%; 368,990 level 2 electronic identification accounts have been activated (reaching 70% of citizens of age). Regarding the implementation of the EH book, the province has directed the Department of Health , the Provincial Social Insurance, the Provincial Police and related units to seriously and fully implement the 7-step process. Up to now, the whole province has updated data to the Health Insurance Appraisal Data Receiving Portal to serve integration on the VNeID application in the province with 534,968 medical examination and treatment records; 502,477 test results; 91,028 re-examination appointment papers; 87,323 interconnected referral papers.

Comrade Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a speech at the Ninh Thuan province bridge.

However, according to statistics from Department C06 - Ministry of Public Security, the rate of integrating the Social Insurance Book on VNeID is still low. Because citizens must log in to their VNeID account (level 2) to integrate the health insurance card into the VNeID application, then go to their health records, then go to the Social Insurance Book and click on the request "update data" to be recorded. The solution for implementation in the coming time is that the province will promote propaganda and guidance on procedures for connecting and integrating personal data after medical examination and treatment at medical facilities to the Social Insurance Book on VNeID in a practical, easy-to-understand, easy-to-do manner, in order to quickly increase the rate of Social Insurance Book integrated on VNeID in the coming time. Continue to maintain the work of collecting identification and electronic identification (level 2) for citizens associated with the integration of the Social Insurance card. At the same time, guide people to activate electronic identification accounts (level 2) to serve the implementation of the Social Insurance Book through the VneID application.

Concluding the conference, Deputy Prime Minister Nguyen Hoa Binh requested that provinces and cities promote the responsibility of leaders, give stronger and more drastic directions, unify the leaders' awareness of actions and implementation in digital transformation. Urgently complete the digitization and reuse of digitized civil status and land data to reduce administrative procedures. Complete the digitization and clean up of data on judicial records to synchronize and shorten the time for issuing certificates and processing for people. Continue to pay attention to and invest in developing digital infrastructure, upgrading; perfecting the information system for handling administrative procedures at the ministerial and provincial levels to connect seamlessly with the National Public Service Portal, the National Population Database, and professional software of the Ministry of Justice, the Ministry of Health, and Vietnam Social Security. Promote the implementation of 19 pilot models, focusing on electronic property records, collecting household lump-sum taxes, and promoting solutions to deploy electronic invoices generated from cash registers to prevent tax losses.

On this occasion, the Permanent Deputy Prime Minister witnessed the signing ceremony of the coordination plan between the Ministry of Public Security and the provinces on data digitization and reuse of digitization results in handling administrative procedures in the fields of residence and land, promoting the implementation of Project 06/CP and the launching ceremony of the application linked with VneID of Ho Chi Minh City.
