Due to the impact of the storm, Thanh Hoa province will have moderate to heavy rain and thunderstorms from the night of August 24, 2025 to August 27, 2025. There is a high risk of flooding in low-lying areas, coastal areas, and river mouths in the evening of August 25, 2025; there is a very high risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, riverside areas, and urban areas.
Implementing the conclusion of Prime Minister Pham Minh Chinh at the online conference on the deployment of emergency response to storm No. 5 on the afternoon of August 24, 2025 and the telegram of the Chairman of the Provincial People's Committee on focusing on immediately implementing urgent tasks to respond to storm No. 5, the Director of Thanh Hoa Provincial Police Department urgently directed and requested the entire standing force to proactively deploy measures; directed the police units in the province to highly focus on implementing storm prevention and control plans, proactively reinforce houses, protect assets, vehicles, and documents of the unit, ensure security and order in the area, safety of detention places, prevent criminals and prisoners from escaping from temporary detention and temporary detention facilities; prevent criminals from taking advantage of storms and rains to steal and destroy property; especially concentrate maximum forces and vehicles, ready to respond to storm No. 5, with the highest goal of ensuring the safety of people's lives and property.
Proactively deploy forces and means
Accordingly, the Director of the Provincial Police Department requested the Heads of units to urgently deploy measures to prevent and combat storms and heavy rains, with the motto of "four on-site" and the spirit of ensuring the safety of life, health, and property of the people and officers and soldiers above all.
Sam Son Ward Police proactively coordinated with other forces and people to bring ships and boats to safe shelters.
Starting from 4:00 p.m. on August 24, the police of communes and wards across the province will be on duty with 100% of their personnel, ready to deal with the worst situations. At 7:00 p.m. on the same day, the professional departments of the provincial police will also maintain and ensure 100% of their personnel are on duty, ready to participate in performing tasks as assigned by the provincial police director.
The Traffic Police Department and the Logistics Department shall inspect, review, and prepare sufficient forces, vehicles, boats, supplies, communication equipment, life buoys, gasoline, food, and provisions to be ready to participate in storm prevention, response, and rescue according to the mobilization plan of the Provincial Police and the Provincial Flood and Storm Prevention Command. The police of wards and communes shall proactively contact owners of vehicles and machinery such as excavators, bulldozers, trucks, etc. to be ready to requisition for response, rescue, and relief work when necessary.
Traffic Police Department is on duty to deploy storm prevention measures.
Units maintain leadership, command, on-duty, combat duty, proactively monitor the developments and situation of the storm and the direction of the Director to promptly handle possible situations. Coordinate with military forces, border guards, local authorities and Flood and Storm Prevention and Control Commands at all levels... organize forces ready to participate in rescue, evacuation of people to prevent flooding in some key areas, landslides, flash floods in mountainous areas; focus on implementing measures to ensure security, order, and protection of key works and targets. In particular, pay special attention to traffic diversion and route division plans, ensuring traffic order and safety on key traffic routes; promptly detect and handle congestion and landslides caused by storms and rains.
Resolutely force the evacuation of people
In addition to preparing forces and means, the Provincial Police Director also requested that the Police units in the province pay special attention to measures to protect the safety of people and property for the people, in which the Traffic Police force and the Police of wards and communes mobilize forces to put up warning signs in dangerous areas such as underground, overflow, deep flooded areas, landslides, resolutely not allowing people and vehicles to participate in traffic when safety is not guaranteed, applying strong measures if necessary to protect people's lives and property; strengthen propaganda, mobilize people to tie down houses, boats, rafts... to evacuate people and property to safe places; regularly advise and warn people not to leave their homes when strong winds and during storms.
On the night of August 24, Nghi Son Ward Police coordinated with functional forces to propagate, mobilize and organize households in dangerous areas to evacuate to safe shelters.
In particular, for coastal communes and wards such as Nghi Son, Ngoc Son, Tan Dan, Hai Linh, Tinh Gia, Hai Binh, Sam Son, Nam Sam Son, Tien Trang, Quang Binh , Quang Ninh communes, the local police proactively advise and coordinate with relevant agencies to organize the evacuation of people whose houses are 200m from the coast to a safe location. In case people do not comply, the police force will resolutely carry out enforcement to ensure absolute safety of people's lives. The evacuation of people from dangerous areas must be completed before 8:00 a.m. on August 25, 2025.
