At the conference, representatives of the Department of Architectural Planning - Ministry of Construction approved Decision No. 1185/QD-TTg dated June 19, 2025 of the Prime Minister. Accordingly, the planning scope of Ma Lu Thang Border Gate Economic Zone, Lai Chau province includes 3 communes and 1 town: Ma Li Pho, Huoi Luong, Muong So communes and Phong Tho town (according to the Project on rearranging commune-level administrative units of Lai Chau province, the above 3 communes and towns will be merged into Phong Tho commune). The planning scale covers an area of about 26,669 hectares with the goal of strongly developing the border gate economy with the large Chinese market. Focus on developing the border gate area to become a dynamic trade, service, trade - tourism center of the whole region.

Building Ma Lu Thang Border Gate Economic Zone into a dynamic, effective, internationally developed economic zone is an important growth pole - the economic development center of the Northern border economic belt, becoming the driving force for development of the Northwest region. Socio-economic development is associated with ensuring security - defense and environmental protection, developing Vietnam - China border trade, contributing to promoting cooperation, economic, cultural - social exchange and ensuring a peaceful, friendly border, developing together. Organizing architectural space and land use planning with a synchronous technical and social infrastructure system to effectively serve the operation of Ma Lu Thang Border Gate Economic Zone. Being one of the trading centers of Vietnam and the ASEAN region with the Southwest region (China).

Speaking at the conference, Comrade Giang A Tinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee emphasized: The Prime Minister's approval of the Master Plan for the construction of Ma Lu Thang Border Gate Economic Zone to 2045 is an important milestone, creating a legal basis and strategic orientation to attract investment, mobilize resources, organize a multi-sector - multi-field - sustainable development space. The plan has a scale of 266.69 km², harmoniously developing trade - services - industry - tourism - commodity agriculture; ensuring synchronous technical infrastructure, social infrastructure, environmental protection, maintaining national defense, security and adapting to climate change. At the same time, Lai Chau province expressed its desire to continue receiving the attention and support of the Central Government, ministries and branches in terms of mechanisms, policies and resources to synchronously invest in infrastructure, successfully implementing development goals according to the planning orientation.
