Perfecting a transparent and modern tax management system

The tax sector is gradually perfecting the tax management system, aiming to ensure transparency and modernity through regulations related to tax management.

From July 1, many new tax policies officially took effect such as: regulations on tax declaration and payment for business activities on e-commerce platforms; using personal identification codes instead of tax codes in some cases; regulations on electronic invoices generated from cash registers connected to tax authorities..., are new tax management tools applied in many different fields.

Proactively respond to tax management requirements

Innovations in tax management aim to implement the Party and State's guidelines and policies in the spirit of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation and Resolution No. 68-NQ/TW dated May 4, 2025 on private economic development.

Changing tax management policies contributes to raising taxpayers' awareness and responsibility, leading to many important changes in the implementation of tax obligations of individuals and businesses.

Ms. Tran Hoai Thuong, accountant of Hung Thinh Company Limited, said that as soon as she accessed the information on the regulations on registration and updating information according to the regulations for tax authorities on the digital platform, she proactively researched and updated the business information on the tax management system. Thanks to that, all tax-related work was proactively performed by the staff, avoiding interruptions when connecting and resolving issues related to the tax policy.

In the first 6 months of the year, the total state budget revenue of Dong Nai province has only reached over 33.2 trillion VND. Of which, revenue from Dong Nai province (old) is estimated at over 29.5 trillion VND, revenue from Binh Phuoc province (old) is estimated at over 6.7 trillion VND.

As a cosmetics business on e-commerce platforms such as TikTok, Shopee, Zalo, Facebook... for many years, Ms. Nguyen Thi Yen, owner of a sales channel on an e-commerce platform, said that even before July 1, e-commerce platforms required business households and individuals to declare and register for taxes to avoid loss of state budget revenue and ensure fairness and transparency of the tax management system.

According to the assessment of the tax authority, to meet the needs of transformation in tax management, taxpayers must update information technology. For tax officials, it is necessary to grasp the regulations. This is a core and urgent requirement. Each individual in the tax sector must proactively innovate, improve organizational capacity, perform tasks, build a modern, professional tax sector, and serve the people and businesses well.

Transparency and publicity in tax management

According to Head of Tax Department of Dong Nai Province Nguyen Toan Thang, the implementation of the Central Government's resolutions and directives on tax has helped the tax sector become more and more modern. Tax management has been improved in efficiency, ensuring state budget collection as required. In particular, administrative procedure reform applications have been applied, promoting comprehensive application of information technology in all aspects of the sector's operations.

In addition to applying preferential policies, the tax sector also plays a role as a direct tax management agency for the private enterprise sector, creating a transparent, fair, and stable tax environment, accompanying businesses in sustainable development and fulfilling their obligations to the State.

Speaking at the online conference of the tax sector, Director of the Tax Department Mai Xuan Thanh said that new tax management models allow tax agencies to operate closely with local authorities, covering all revenue sources, increasing the initiative of local budgets. The Tax Department is building a survey and assessing the quality of service of tax officials. The tax sector will conduct a rating of tax officials' service to the people by the end of 2025. Accordingly, the tax sector will send emails to people to request an assessment of the quality of service of tax officials. The assessments will be sent directly to the Tax Department and no one will be allowed to intervene.
