Fulfilling the mission of a resolution

Recently, at the Standing Committee meeting of the Provincial People's Council, it was unanimously agreed to abolish Resolution 113/2014/NQ-HDND dated July 25, 2014 on sending young intellectuals to work at the People's Committee of the commune to create a source of cadres to do state management work for agricultural cooperatives. Born in 2014, over the past 10 years, this resolution has helped attract 35/100 young intellectuals to the People's Committee of the commune and cooperatives to work as management cadres. Above all, this resolution is also a premise to create attraction for young people to pay more attention to the collective economic sector by establishing cooperatives.

Adding color to the collective economic picture

In 2014 - the time of issuing Resolution 113/2014/NQ-HDND dated July 25, 2014 on sending young intellectuals to work at the People's Committee of the commune to create a source of cadres to do state management work for agricultural cooperatives (referred to as the Resolution), the level of cooperative management cadres in the province was still very limited. According to the Provincial Cooperative Union, cooperative cadres with professional qualifications from intermediate level or higher accounted for only 51%. Of which, the number of people with university degrees accounted for about 20%, college and intermediate degrees accounted for over 31%. Of the number of management workers about 809 people, up to 60% had just undergone training. After more than 10 years, the total number of cooperative management cadres is now 1,220 people, of which 490 people have university and postgraduate degrees (accounting for 40%), 421 people have intermediate degrees (accounting for 35%), the rest are primary level. This data shows that the level of cooperative management staff has increased, especially those with university and postgraduate degrees.

Looking back at the implementation of the Resolution, after 2 years of implementation, the whole province attracted 30 young intellectuals to the People's Committee of the commune to work as managers related to cooperatives and directly to the cooperative as directors of the cooperative. By 2024, this number will be 35 young intellectuals. In fact, many young people have promoted their qualifications, creating an impression in production and business activities at the cooperative. For example, Huynh Van Bao, born in 1990, Director of Hoa Xuan Tay 1 General Agricultural Service Cooperative (Dong Hoa Town). In his position, Bao has promoted the knowledge of an agricultural engineer to develop local production. Up to now, Bao's success is marked by 2 production models including growing sesame plants to use stems and leaves as medicinal materials and creating many new varieties from traditional lotus plants.

Mr. Huynh Van Bao said: The herbal sesame growing model has been implemented since 2024. Up to now, the plants have grown well, and the cooperative has expanded the production area to 5 hectares. The cooperative also signed a contract with Hong Dai Viet Production and Trading Company Limited to ensure the purchase of all sesame after harvest for growers. With lotus, the cooperative has created double-leaf white lotus and super-seed green mirror pink lotus from traditional local lotus plants. These new lotus varieties are well received by the market. The cooperative is cooperating with Ninh Ich Agricultural and Service Cooperative ( Khanh Hoa province) to test-plant 5 hectares of green mirror pink lotus. From my knowledge of plants, I want to create many new varieties to contribute to the transformation of agricultural structure and increase economic efficiency.

Promote the movement of young people participating in cooperatives

Along with the implementation of the Resolution, the province's collective economy has seen the emergence of many young people with degrees and qualifications who have established cooperatives. These include Pham Tho Truong, Director of BB Agricultural and Service Cooperative (Son Hoa district) with a high-tech agricultural production model; Luong Thi Truc Ho, born in 1999, graduated from Ho Chi Minh City University of Economics, Director of Dong Tron Agricultural and Forestry Service Cooperative (Tay Hoa district) with a model of incubating and trading tree and flower varieties; MSc. Pham Duc Hau, Director of Hoa Thanh Agricultural Service Cooperative (Dong Hoa town), making the cooperative the only collective economic unit in the province for two consecutive years (2024, 2025), honored by the Vietnam Cooperative Alliance as one of the 100 national cooperative stars...

Ms. Luong Thi Truc Ho said: The cooperative was established in 2022, by 2023 the cooperative had a revenue of 1 billion VND and by the end of 2024 the revenue was 1.9 billion VND. The cooperative is creating jobs for 10-30 workers with an income of 5 million VND/person/month. With my business knowledge, I want to work with the people to create profits from agricultural production activities, thereby increasing income and improving people's lives.

According to the Provincial Cooperative Union, the Resolution has brought opportunities for many cooperatives to consolidate their management personnel in a dynamic and qualified direction. Young people of the 8X and 9X generations have promoted their advantages to initially successfully build effective production and service models, helping to create jobs and increase income for members and workers in cooperatives. Currently, facing changes associated with the operation of two-level local governments and the merger of provinces, the Resolution has basically completed its task of supporting the consolidation of personnel for cooperatives, creating a new breeze for the collective economy.

Pham Duc Hau shared: I became the director at the right time when the cooperative implemented the policy of merging two cooperatives in the same area. In the first 5-year term (2019-2023), the Board of Directors and the Board of Directors of the cooperative had to make great efforts to adjust the cooperative's operations according to the new Law on Cooperatives. The cooperative mobilized members to contribute nearly 2.3 billion VND. The cooperative's annual revenue reached 2-4 billion VND, and after-tax profit was 300-900 million VND. Members received higher dividends each year than the previous year, at 126,000-165,000 VND per share. This was also the period when the cooperative's Hoa Thanh quality rice product achieved 3-star OCOP certification. Continuing this success, in the following years 2024 and 2025, the cooperative operated effectively and was honored to be recognized as a National Cooperative Star.
