According to the Ministry of Construction , the progress of investment in the system for monitoring, controlling traffic, collecting non-stop electronic tolls and controlling vehicle load on the North-South expressway is still slow, not meeting the toll collection operation plan from January 1, 2026.
Therefore, the Ministry of Construction requires project management boards to speed up progress. Specifically, for the 5 component projects in the 2017-2020 period, the Ministry of Construction requires the completion of the intelligent transportation system before October 31; trial operation, handover and putting into operation before December 31.
For component projects in the 2021-2025 period, the Ministry of Construction requires the completion of appraisal, approval, contractor selection, contract signing and construction commencement in June to July 2025, depending on each type of bid package; ensuring that the entire smart traffic system is completed before October 31, ready for operation and handover for use before December 31.
The Ministry of Construction also requires project management boards to complete procedures related to shared software, ensuring synchronous installation for component projects. The Vietnam Road Administration is responsible for working with project management boards to unify the system model and technical requirements of main equipment, to ensure investment efficiency and serve well the management and operation work later.
Investors, project management boards, and relevant agencies are responsible to the Minister of Construction if delays continue to occur.
