Support loan interest rates for tourism businesses in Ho Chi Minh City
The Ho Chi Minh City Department of Tourism has just sent a document to tourism service businesses informing them about Resolution No. 09/2023/NQ-HDND regulating interest rate support policies for investment projects in the tourism sector in Ho Chi Minh City, which is being implemented by the Ho Chi Minh City State Financial Investment Company (HFIC).
"This is an important policy, creating favorable conditions for tourism businesses to access preferential capital to promote investment, improve service quality and enhance competitiveness," said a representative of the Ho Chi Minh City Department of Tourism.

According to Resolution No. 09, investment projects in priority sectors that are lent by HFIC will be supported with interest rates from 50% - 100% depending on the sector; the maximum interest rate support period is 7 years. The maximum loan amount of a project supported by the budget is 200 billion VND/project. Of which, the investment capital for construction is supported at a maximum of 70%, the investment capital for technology and equipment is supported at a maximum of 85%. The support source is provided from the city budget.
Which businesses are eligible?
Tourism businesses with projects related to high technology, digital transformation; startups, innovation; investment projects in construction and exploitation of static transport terminals according to the planning in the area approved by the Prime Minister ; investment projects in construction of infrastructure for exploitation and development of waterway passenger transport in the area such as ports, vehicles, etc. will receive interest rate support.
According to the Ho Chi Minh City Department of Tourism, tourism businesses in need of loans, who understand the specific conditions, criteria and application process to receive interest rate support can contact the department or HFIC.
Currently, the Department is reviewing regulations related to expanding policy beneficiaries after the merger to propose, recommend additional, and estimate resources to ensure effective implementation of the policy in the coming time.

In Ho Chi Minh City, in the first half of 2025, the city's tourism continued to grow impressively, welcoming over 3.85 million international visitors, up 44% over the same period; domestic tourists reached over 18.3 million, up 7% over the same period. Total revenue from tourism in the area reached nearly 118,000 billion VND, up 27.3% over the same period last year.
