Support private economic development

The private economy plays an important role, accounting for a large proportion in quantity and creating many jobs for workers. However, difficulties in capital, market, administrative procedures and digital transformation are becoming major barriers to the development of this sector. Recognizing the development potential and the bottlenecks encountered, the province is currently proposing and implementing many solutions to promote the sustainable development of the private economic sector.

Quang Ninh province organizes many Business Cafe programs, meetings and dialogues with businesses to support and remove difficulties and obstacles, ensuring the rights and legitimate interests of businesses in the private economic sector.

According to the report of the Department of Finance, as of early March 2025, the whole province had 12,021 enterprises and affiliated units in operation. Of which, the private economic sector accounted for 97.84%, reflecting the key role of the private economy in local economic development. In 2024, the province had 2,085 newly established enterprises, reaching 104% of the plan. However, the total registered capital only reached VND 21,073 billion, down 36.2% compared to 2023; the number of enterprises increased but the ability to mobilize capital was still limited. On the other hand, the number of enterprises temporarily suspended operations in the past year was 1,655 (up 9% compared to 2023), while the number of dissolved enterprises also increased by 12%. The main difficulties that these enterprises are facing are: Access to preferential loans is still difficult due to complicated procedures and high mortgage requirements; Many businesses face barriers to competition, especially in the wholesale and retail sector (accounting for 38.1% of total businesses); the number of private businesses capable of applying technology and digital transformation is still low... Although it has improved, there is still a situation where businesses have to make repeated recommendations about problems in planning, land and business licenses...

Realizing the role of the private economic sector, the province has many solutions and support policies to promote the development of this sector. In particular, the province identifies the most important task as focusing on improving the business environment and removing difficulties for businesses. In the immediate future, the province's departments, branches and functional agencies are focusing on reviewing and resolving 95/153 remaining business recommendations from 2024, especially issues related to land, site clearance, and business licensing. At the same time, the province is determined to strongly reform administration, reduce cumbersome procedures, and improve the quality of online public services to serve people and businesses. In 2025, the province will coordinate with the Provincial Business Association to organize thematic dialogues between provincial leaders and businesses to listen and remove difficulties in each specific field.

The province proposed specific solutions to support and accompany businesses, such as financial difficulties and access to loans. The province directed relevant departments and branches to strengthen the connection between banks and businesses, promote preferential credit programs for small and medium enterprises; support businesses to access the Credit Guarantee Fund, helping businesses without collateral to still be able to borrow capital. At the same time, encourage businesses to develop according to the cooperation model, chain linkage to improve the ability to mobilize capital. To improve corporate governance capacity, the province will continue to organize 43 training courses for 1,443 businesses on governance and digital technology in 2024. In 2025, programs to support businesses in digital transformation will continue to be expanded in both scale and quality. The goal is to support businesses in applying technology to production and business activities to improve productivity and reduce operating costs. The province also quickly completed the procedures to establish and put into operation the Center for Entrepreneurship and Innovation to support start-up businesses in the development process.

Regarding market development and competitiveness enhancement, the province takes full advantage of free trade agreements to support businesses in connecting with export markets; promotes e-commerce, helps businesses expand distribution channels, reach new customers; supports businesses producing key products of the province, creating sustainable supply chains. In supporting human resource development, meeting labor requirements for businesses, the province gradually improves the quality of labor training, connecting businesses and educational institutions to train human resources according to practical needs; implements policies to attract high-quality workers, in which the immediate focus is on building housing support programs for workers and experts working in Quang Ninh.

In the first two months of 2025, the province had 309 newly established enterprises (up 10.7% over the same period in 2024) and 269 enterprises resuming operations (up 5.5% over the same period in 2024). This is a positive signal showing that the province's production and business environment is gradually improving.
