For many years, Da Nang has been one of the leading localities in the country in building e-government, smart cities and developing the digital economy . But as the city leaders frankly pointed out: Such development is only truly meaningful when all people participate, benefit and are not left behind.

The biggest challenge today is not only the technological infrastructure or management institutions, but also the digital skills gap that makes many people confused with online public services, afraid of digital payment tools, or simply do not know how to use platforms that support remote learning, medical examination, and working.

In that context, resolutely implementing the "Digital Education for All" movement is the concretization of a long-term, profound and comprehensive orientation: For digital transformation to be successful, it must start with people, with each specific individual.

Fortunately, this spirit is not only reflected in Da Nang, but has been vibrant and widespread across the country. From Hanoi to Ho Chi Minh City, Thai Nguyen, Can Tho... many localities across the country are also implementing models: "Community Digital Technology Group", "Digital Street", "Digital Residential Group"; digital skills classes for farmers, women, the elderly...

These seemingly small activities are creating a silent revolution in every neighborhood and village. People are gradually forming the habit of using QR codes, registering for medical examinations via applications (apps), paying taxes electronically...

Every small action is a step forward. Every citizen who understands and uses technology proficiently is a new bright spot on the national digital map.

If the literacy campaign in the past became an important driving force for Vietnam to eradicate "ignorance", escape illiteracy, and strive to acquire knowledge to build the country, today, the level of digital literacy is also becoming a measure of social progress.

Basic skills for living and working in a digital environment are gradually being brought to the masses. Just as literacy used to be the door to knowledge and opportunity, digital skills today are the “new key” that helps each citizen not to be left behind or isolated in a rapidly changing world.

“Digital literacy for all” is not only an action program, but also a call from the Party and the State, requiring the participation of the government, the companionship of businesses, the initiative of the youth, and above all, the spirit of proactive learning, dedication and overcoming of each citizen. There, no one is passively waiting for help, each person is the subject of the digitalization journey.

Digital transformation for the entire population must be a process that gradually permeates from the grassroots, spreading from things that are close, practical and useful to the people.
