From the message of General Secretary To Lam, Dong Nai province, with the spirit of "One mind from top to bottom, smooth operation", after nearly 1 month of implementing the 2-level local government model, the government apparatus in Dong Nai has operated stably and smoothly.

In some remote areas, border areas, although there were initial difficulties, local authorities have proactively resolved arising problems, gradually stabilizing operations. People and businesses coming to resolve administrative procedures are satisfied with the changes from the new government model.

Government close to the people

After one month of putting the “Mobile Public Administration Service Center” model into operation, in addition to 100 records and administrative procedures that have been resolved, what the people of Bu Dang commune appreciate the most is the service attitude of the staff and civil servants who are always cheerful and friendly. All questions are guided enthusiastically and meticulously. Whether the matter is big or small, even difficult matters such as the first issuance of land use right certificates are resolved quickly and neatly.

Present early in the morning at the Cultural House of Village 2 to change the information on her child's birth certificate, Ms. Thi Gai, a member of the S'tieng ethnic group, said that before the new government apparatus was put into operation, she had gone to the district many times to correct her child's birth certificate but had not been able to resolve the issue. Today, the new commune government has come to the village to resolve administrative procedures for the people, and she and the people here are 'happy together' when the documents and files are cleared.

“Our village 2 is mainly made up of Stieng and M'nong people. Life is still difficult, the people's education level is limited, and sometimes even simple administrative procedures require running back and forth, which takes time. Today, coming here, I see that the commune officials handle the work quite quickly. Anything that is not understood is explained thoroughly, and incomplete documents are given specific and detailed instructions. I feel very happy and trust the new commune government apparatus,” Ms. Thi Gai added.

From July 1, the issuance of the first Land Use Right Certificate will be assigned to communes and wards, which are considered to be closest to the people. Faced with the increasing demand for handling land records and procedures, officials of Binh Phuoc ward have proactively gone to the grassroots to support people through a mobile team model, supporting people in issuing new Land Use Right Certificates for the first time. This is considered a strong reform step, clearly demonstrating the locality's efforts with the goal of "taking the people as the center of service".

Mr. Trinh Van Minh, Tan Dong 1 Quarter, Binh Phuoc Ward, Dong Nai Province said that his family has nearly 1,000 square meters of land, divided into 5 plots for his children to live separately. Due to many different reasons, he has not been able to get a Land Use Rights Certificate for a long time. When the quarter announced that a ward official would come to the Cultural House to support people in getting their first Land Use Rights Certificate, he came to ask for further advice.

“Before coming here, I did not have high expectations, because my land records were quite complicated, I had gone back and forth many times but still could not resolve them. I did not expect that today, when I came here, the officer in charge of the land sector enthusiastically guided me through the steps of the records and procedures in quite detailed and specific ways. Out of my 5 records, 2 have been resolved, I am so happy that I cannot express my joy, the two-level government apparatus is truly superior,” Mr. Minh said excitedly.

Mr. Dao Dinh Chi, Vice Chairman of Binh Phuoc Ward People's Committee said: "Currently, the rate of granting Land Use Right Certificates in the ward has reached over 99%, the remaining cases are difficult and complicated, and will be difficult to handle according to the 2013 Land Law. Therefore, the ward has directed the Department of Economic Infrastructure and Urban Areas to establish a mobile team to support people in granting new land use right certificates right in residential areas to facilitate people when carrying out administrative procedures."

“After the specialized agency receives and processes the qualified dossiers, documents, and procedures according to regulations, Binh Phuoc Ward People's Committee will classify them specifically to resolve them as soon as possible for the people. It is expected that after 20 days from the date of receiving the dossiers, people will receive land use right certificates. In cases where the conditions are not met, they will be reviewed and registered according to regulations. The ward strives to complete 100% of the registered dossiers and the number of dossiers that are qualified to issue land use right certificates to the people by June 2026,” informed Vice Chairman of Binh Phuoc Ward People's Committee Dao Dinh Chi.

Advantages and challenges intertwine

In the first days of operating the two-level local government, the atmosphere in Tran Bien ward - considered the "super ward" with the largest population in Dong Nai province, nearly 200 thousand people, became bustling. Receiving an average of about 200 records per day, Deputy Director of Tran Bien Ward Public Administration Service Center Nguyen Kim Oanh always reminded cadres and civil servants to carefully review each step in the process of processing records and tasks. Thanks to that, concerns about overload and delays in handling administrative procedures have been resolved.

“Although we have been trained and familiarized with digital administrative solutions, however, as a new ward with a large population and a lot of work, the digital level and capacity of the staff are not really equal. Therefore, we thoroughly instruct cadres and civil servants that if they have any difficulties or problems while handling their work, they need to immediately discuss them with colleagues or superiors. Those who know will guide those who do not fully understand so that they can promptly guide people in the most thoughtful and dedicated way possible,” said Nguyen Kim Oanh, Deputy Director of the Tran Bien Ward Public Administration Service Center.

Coming to handle administrative procedures at the Tran Bien Ward Public Administration Service Center, Mr. Cao Xuan Ngoc said: "The space is clean and airy, the staff is enthusiastic and dedicated to guiding people from the door. I feel like I come here to be served rather than to solve work. I hope that in the long term, the new government will maintain this way of serving people."

In Dak Nhau commune, one of the remote communes, more than 200km from the center of Dong Nai province. Although it was late afternoon, many people still came to the Public Administration Service Center of the commune to handle administrative procedures. Here, in addition to the functional staff of the unit, there were also volunteer youth union members of Dong Nai province to support people with procedures.

Nguyen Ho Hanh Nhi, a grade 11 Literature student at Luong The Vinh High School for the Gifted, Dong Nai Province, shared: "This year, I chose Dak Nhau commune for Green Summer because this is a difficult area with a high proportion of ethnic minorities. Our task is to guide people to dial the number and follow the steps to complete administrative procedures. At the same time, we also create clips with detailed instructions on the steps to complete administrative procedures to post on the commune's electronic information page, social networking sites of associations and groups of the commune to help people to complete some simple administrative procedures themselves, without having to waste time going to the Public Administration Service Center."

At the Thien Hung Border Commune Public Administration Service Center, most of the staff quickly worked with the electronic process, signed digitally, and updated records in real time. Mr. Tran Van Thanh, Vice Chairman of the Commune People's Committee and Director of the Thien Hung Commune Public Administration Service Center, said: In recent days, the management and administrative processing in the unit has been smooth, thanks to most of the staff and leaders having good professional skills and digital administrative capacity. In particular, it is very encouraging that since the operation of the 2-level local government apparatus, many young staff can proficiently use software, understand social networks, and guide the people in using technology very well.

In fact, after 1 month of operating the 2-level government apparatus, it is shown that not only communes in remote areas, border areas, but also communes and wards in central areas have encountered some difficulties related to processing records for people. The main reason is that many equipment and information technology infrastructure have not been fully equipped; the databases of ministries and branches on wards and communes are not yet connected and synchronized. Notably, some areas such as taxes, construction permits, connecting land data, household registration data, issuing business registration certificates, etc. do not have specific instructions and regulations.

Each cadre and party member needs to deeply understand that the change in the two-level local government apparatus is for the common good, for the development of the province in the new period. Therefore, we must temporarily put aside personal concerns and thoughts, and put the interests of the collective and the people above all else. The provincial leaders commit to having policies and a roadmap for arranging cadres in a fair, objective, transparent, reasonable and emotional manner, ensuring stability and creating the best conditions for each person to promote their capacity.

The human factor is key

In the digital government model, data is collected automatically and processed through a central system, software helps make quick and accurate decisions. Therefore, the role of officials and civil servants is no longer that of keeping documents but becomes a guide, an interpreter, and an active supporter of the people.

For nearly 2 weeks now, on average, Ms. Le Thi Thanh Thao, a civil servant at Thien Hung Commune Public Administration Service Center, has received and processed about 50 files for people every day, mainly files related to the elderly. Thanks to the training and guidance she received beforehand, she has been able to support and resolve all matters for the people in the best possible way.

Ms. Thao said that due to their age, the biggest obstacle for most seniors is the 3 no's: not using a smartphone; not having a personal account and not knowing how to use technology. Faced with this reality, administrative officers often have to do it for the elderly to ensure that the procedures are processed as quickly as possible.

It can be seen that when organizing the implementation of the 2-level local government model, the staff and civil servants will be the key factor. Because the new model has a huge workload, high task requirements, and therefore requires the responsibility of staff and civil servants to be raised.

Ms. Nguyen Thi Thanh Thao, Deputy Director of Dong Nai Provincial Public Administration Service Center, said: "Since the new model was put into operation, many new tasks and pressures on officials and civil servants are inevitable. Therefore, implementing the direction of the provincial leaders, officials and civil servants sent to work at the Provincial Public Administration Service Center and communes and wards are often carefully selected. Priority is given to those with appropriate professional qualifications, good public service ethics, and a cheerful and friendly service attitude to best handle administrative procedures for people and businesses."
