A series of hydropower plants in the upper Ma River are paralyzed and suffer heavy damage.

Many hydroelectric plants in Dien Bien province are flooded with mud, equipment is washed away, and operations have been temporarily suspended. After the big flood, the total estimated damage in Dien Bien province as of August 2 is up to 300 billion VND.

The People's Committee of Dien Bien province has just reported that heavy rains lasting from July 31 to the morning of August 2 have caused serious damage to the hydropower system in Dien Bien province. Many factories were flooded, had landslides, lost power grid connection or damaged equipment, had to stop generating electricity and switch to operating on backup power sources.

At Song Ma 3 Hydropower Plant, the management office building was covered with mud about 1.3m thick. Many assets and equipment were swept away by the water, including motorbikes of staff and workers. The 110kV transformer station (OPY) was flooded with mud up to 0.8m deep, making it impossible for the entire system to restore power generation. The unit had to use a diesel generator to operate the spillway gate.

Although Muong Luan 1 and 2 hydropower plants did not suffer direct damage to people or equipment, they have lost their 110kV grid and cannot resume operations. Checking the current status is difficult due to severe landslides on the roads.

At Na Son power plant , the operator's house and workers' living quarters were swept away by floodwaters, and the internal power line system from the plant to the dam was also swept away by floodwaters. The power line was eroded on both the positive and negative slopes. The plant area was flooded, the energy dissipation yard was filled with mud, and the downstream retaining wall and backyard were eroded.

At the Chieng So 2 power plant (under construction), many machines and equipment such as excavators, steel benders, steel cutters, pump heads, and 10 large formwork panels were swept away by the flood. The operating units are mobilizing maximum manpower and equipment to overcome the consequences and respond to the continuing flood.

The Steering Committee for Natural Disaster Prevention and Search and Rescue of Dien Bien province also said that the flood also caused a transformer station to collapse in Xa Dung commune, affecting 97 transformer stations and nearly 9,000 customers.

Communes such as Tia Dinh, Xa Dung, Na Son, and Muong Luan suffered complete power outages, and some places lost communication due to disruptions in many BTS stations.

In addition to the power system, Dien Bien province also suffered heavy damage to schools, People's Committee headquarters, houses, traffic - irrigation works and agricultural production.

Some schools had collapsed walls, were flooded with mud or lost all equipment. The Xa Dung Commune People's Committee headquarters had a landslide right at the base.

Estimated total damage in Dien Bien province as of August 2 is up to 300 billion VND.
