After 1 month of implementing the peak campaign of goods inspection from May 15 to June 15 under the direction of the Prime Minister , the market management force inspected nearly 3,900 cases, handled more than 3,100 cases, of which 26 cases with signs of criminality were transferred to the investigation agency.
Many prominent cases were discovered such as: confiscating more than 500 fake products in the center of Da Nang; discovering a fake sock production facility in La Phu ( Hanoi ); seizing thousands of products imitating famous brands in Saigon Square (Ho Chi Minh City); inspecting 4 cosmetic businesses in Hanoi, seizing 3,500 smuggled products of unknown origin.
At the National Assembly 's discussion session on June 17, Minister of Industry and Trade Nguyen Hong Dien frankly acknowledged that the situation of counterfeit, fake and poor quality goods is becoming more and more complicated, despite the efforts of the authorities. In particular, violators are increasingly taking advantage of high technology, hiding behind e-commerce and livestreaming to conceal their actions, causing difficulties for inspection and control forces.
According to the Minister, the main reason comes from the large profits of counterfeit goods trading, which attracts many people to participate. Meanwhile, the resources of the authorities are still limited, coordination between forces is sometimes not synchronized, current laws lack deterrence and, more worryingly, there is a situation of officials degenerating and abetting violations.
Faced with the above situation, the Ministry of Industry and Trade said it will soon complete the draft Law on E-commerce to submit to the Government and the National Assembly, in which it proposes to clarify the responsibilities of ministries, branches and localities in managing e-commerce activities, especially with new models such as livestream sales.
The Ministry will also decentralize e-commerce management authority to localities; strengthen inspections and handle violations; promote propaganda so that consumers choose products with clear origin and quality; and connect and share data between agencies to more effectively control fraudulent behaviors.
Previously, speaking at the parliament, delegate Nguyen Hoang Bao Tran - Vice President of the Binh Duong Provincial Labor Federation said that fighting counterfeit goods is a vital requirement for the economy. Ms. Tran suggested tightening advertising content, especially for products that affect health, to avoid people being manipulated by false information.
Sharing the same view, delegate Tran Thi Thanh Huong - Head of the Propaganda and Mass Mobilization Department of An Giang Provincial Party Committee warned that the widespread use of fake fertilizers and poor quality pesticides has made farmers insecure and caused great losses to the agricultural sector. According to statistics, Vietnamese farmers lose about 2.5 billion USD each year due to using poor quality products.
Therefore, delegates proposed clarifying the responsibilities of licensing, inspection, and control agencies for goods circulation and strictly handling acts of abetting violations.
