Implementing the plan to develop the Customs - Business partnership and related parties of the Customs Department, aiming to strengthen the Customs - Business partnership, provide information, support businesses in complying with customs laws and policies and remove difficulties and obstacles, on the afternoon of June 27, Ha Nam Customs organized a Customs - Business dialogue conference with representatives of Taiwanese businesses with import and export activities in Ha Nam province.

Attending the conference were representatives of the professional department of the Customs Branch of Region IV; officers and civil servants of Ha Nam Customs and 10 typical enterprises representing the Taiwanese business community.

At the conference, Ha Nam Customs introduced the organization and operation model of the unit from March 15, 2025 to present; introduced scientific and technological applications applied to the reform, modernization and application of science and technology being implemented at Ha Nam Customs; some notes and instructions in carrying out customs procedures for import and export goods.

In the past time, the unit has effectively maintained dialogue channels such as: Problem solving team, public hotline phone number... to listen to businesses' feedback, overcome the limitations of the unit. In particular, to improve service quality, recently, Ha Nam Customs has deployed a number of information technology applications in professional stages such as: Deploying the application of automatic declaration assignment function on the VNACCS/VICS system; registering for actual inspection of goods via QR code scanning and the service quality assessment system of civil servants to help reduce processing time for officials and civil servants and create convenience for businesses.

Discussing at the conference, business representatives discussed and raised a number of questions for Ha Nam Customs to answer and resolve, such as: Are there regulations on the import unit price G13 and the re-export unit price G23 having to be equal?; Are EPE enterprises allowed to sell goods to domestic enterprises? If they are allowed to sell to domestic enterprises, the export processing enterprise opens a declaration according to the type code E42, the domestic enterprise opens an import declaration according to the corresponding type code and pays tax according to the tax rate and tax value of the imported goods into the domestic market?; The customs system is unstable, there are times when the declaration cannot be transmitted, the barcode cannot be obtained, affecting the import and export process. Enterprises have a number of high-value items with strict requirements on temperature and humidity for storage, the inspection rate is 100%, requesting the customs authority to optimize procedures, minimize the risk of damage to the enterprise's assets...
