Reporting at the meeting, Director of Hai Phong Department of Finance Nguyen Ngoc Tu said that the city's socio -economic situation in the first 6 months of 2025 continued to be stable and developed with relatively good results, many indicators achieved the 6-month growth scenario.
Specifically, state budget revenue is estimated at over VND 77,319 billion, up 27.1% over the same period, equal to 65.9% of the central budget estimate and 65.5% of the city People's Council budget estimate; of which, domestic revenue is estimated at VND 38,647 billion, revenue from import-export activities is estimated at VND 38,077 billion. Total social investment capital is estimated at VND 107,973 billion, up 18.28% over the same period, equal to 45% of the annual plan. Export turnover is estimated at 17.6 billion USD, up 3.32% over the same period, equal to 47.56% of the annual plan. Attracting tourists is estimated at 5.25 million arrivals, up 18.78% over the same period, equal to 52.5% of the annual plan.
The city's investment and business environment continues to improve. A series of investment promotion activities have been well implemented. The city has successfully organized many outstanding cultural events, which have been recognized and highly appreciated by the people.

In addition to the achieved results, some key economic indicators have not followed the planned progress: Total products in the city are estimated to increase by 11.2% over the same period, Foreign investment attraction is estimated at 1,085 million USD, down 7.99% over the same period, reaching 27.13% of the annual plan. Regarding public investment capital, as of June 20, the city has disbursed 6,425 billion VND, equal to 25.3% of the plan assigned by the Prime Minister and the plan assigned by the city. Site clearance and construction work at some projects still face many difficulties.
Based on the results of the implementation of tasks in the first 6 months of the year, the Director of the Department of Finance also pointed out a number of tasks that the City needs to focus on in the following months: Focus on the merger of Hai Duong province and Hai Phong city, implement the 2-level local government model to come into operation immediately after the Resolution of the Central Committee. Prepare the content and necessary conditions to successfully organize the City Party Congress for the term 2025-2030. Organize and effectively implement the 4 key Resolutions in socio-economic development issued and directed by the Politburo. Continue to focus on implementing the City's 2025 Theme "Expanding economic and urban space; perfecting specific mechanisms and policies; enhancing green transformation and digital transformation".

At the meeting, the Chairman of the Hai Phong City People's Committee also requested localities in the city to report on the socio-economic situation in the area, preparations for operating the two-level government from July 1, and the situation of collecting land rent from organizations and individuals renting state-owned houses for production and business establishments.
At the Le Chan district bridge, Chairman of the District People's Committee Nguyen Hoang Linh said that in the first 6 months of the year, the total state budget revenue in the district as of June 26, 2025 reached more than 2,066 billion VND, equal to 113% of the plan assigned by the City, an increase of 200% over the same period.
The District People's Committee is implementing land acquisition and clearance for 4 projects: Urban beautification construction investment project (apartment building combined with commercial and service center) at lot OTM2-1, N2-3, CX2-4 in lot A2 in the detailed planning scale 1/2000 of Le Chan district; Cau Rao 110KV power line and transformer station construction project in Vinh Niem ward; Housing area project in Vinh Niem ward and Flower garden construction investment project in the Cau Niem roundabout area.
Implementing the city's 2025 theme, Le Chan district has completed the entire 1/2000 scale zoning planning system in the area; developed a plan to propagate administrative reform in Le Chan district in 2025, a plan to promote green growth in urban development in Le Chan district until 2030; guided 100% of the People's Committees of wards to develop digital transformation plans for units and localities...
Regarding the reception and settlement of administrative procedures within the scope and authority of the District People's Committee, in 6 months, the total number of records requesting settlement of administrative procedures was 6,866 records. Of which, the number of records received online was 6,819 records, reaching a rate of 99.31%. From January 1, 2025 to June 5, 2025, the whole district had 3,690 outgoing documents, of which 3,645 were digitally signed documents, 3,522 were digitally signed by leaders, reaching a rate of 95.44%.

After listening to reports from departments, branches and localities, Chairman of Hai Phong City People's Committee Nguyen Van Tung acknowledged the results achieved by the city in the first 6 months of the year, and also noted that some targets had not met requirements.
The Chairman of the City People's Committee said that in the recent past, the city's leaders have focused on directing and resolving outstanding cases; of which, 9 cases directed by the Central Government have been resolved. A number of complicated cases related to land of religious organizations, which have lasted for many years, have also been basically resolved.
Regarding preparations for the operation of new communes and wards from July 1, localities have actively implemented and have basically completed the necessary tasks.
From July 1, the new Hai Phong City will come into operation. The Chairman of the City People's Committee hopes that civil servants, leaders at all levels, sectors and localities will continue to unite and make constant efforts to fulfill their assigned duties and tasks.
