Hanoi removes difficulties and obstacles in Hat Mon commune

At the meeting, the leaders of Hat Mon commune reported to Vice Chairman of the City People's Committee Nguyen Manh Quyen and leaders of departments and branches about the backlog and difficulties in the commune. At the same time, they proposed that the City People's Committee consider providing guidance to resolve them.

According to the Chairman of Hat Mon Commune People's Committee, Ly Hoang Kien, regarding the renovation of the ancient Day River (Hat River) with a length of about 7.8km flowing through the area, up to now, the river has gradually been silted up, narrowed and seriously degraded. Therefore, it is recommended that the City People's Committee consider the policy and direct the survey to implement the project of dredging the riverbed, hardening both banks and supplementing water from the Red River by force, in order to restore the ancient Day River.

Regarding traffic infrastructure, Hat Mon commune proposed an investment project to build two bridges across the Day River, connecting Hat Mon commune and Duong Hoa commune. The investment in rebuilding these two bridges is necessary and urgent, not only to overcome the risk of accidents and ensure traffic safety, but also to contribute to promoting trade, ensuring social security, and moving towards synchronous infrastructure development between communes of the two former districts (now Hat Mon commune and Duong Hoa commune).

Hat Mon also proposed that the city approve the solution to lower the Ngoc Tao dike under the project to renovate and upgrade National Highway 32 from km 26+350 to km 35+550 (formerly Phuc Tho and Thach That districts). Propose that the City People's Committee direct the Hanoi City Traffic Construction Investment Project Management Board to soon complete the procedures for submitting the project for approval. Propose that the city allow the study and establishment of an investment policy for the project of the left bank road leading from Cam Dinh - Hiep Thuan canal to Hat Mon temple; allocate capital for Hat Mon commune to implement the investment in the construction of the road connecting National Highway 32 to Provincial Road 420, connecting 8 industrial clusters with National Highway 32, Provincial Road 420, Ho Tay - Ba Vi axis according to the plan.

The leaders of Hat Mon commune proposed and recommended the implementation of the inspection conclusion of the Project to build a flower and ornamental garden at Tan Boi Land, Hiep Thuan Commune, Phuc Tho District (old). Accordingly, Conclusion No. 2903 dated May 29, 2025 of the Hanoi City Inspectorate pointed out a series of shortcomings and violations by relevant organizations and individuals in the process of project preparation, approval, implementation and management. However, up to now, due to many reasons, the contents as pointed out in the inspection conclusion have not been implemented.

The representative of the commune leaders also proposed to handle the existing problems related to land in Dam Ben and Tay Quan Ha areas (former Lien Hiep commune); proposed that the city soon decide to establish the 6 above-mentioned industrial clusters to create favorable conditions to promote the local socio -economic development.

Speaking at the conclusion of the meeting, Vice Chairman of the City People's Committee Nguyen Manh Quyen expressed his agreement with the proposals of Hat Mon commune. Regarding the renovation of the Day River (ancient Hat River), hardening both banks and adding water from the Red River, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that the Department of Agriculture and Environment will conduct a comprehensive study to implement the project with the most optimal plan. Some necessary sections will be dredged and cleared of the flow... In the long term, it is necessary to calculate and study to solve the problem in the most optimal way to promote the potential of the ancient Hat River.

Regarding the investment policy of the dike road project, the Vice Chairman of the City People's Committee requested to adhere to the criteria of maximum cross-section expansion. Depending on each locality and location, at least 2 lanes must be ensured and the load capacity must be ensured; synchronized with the regional traffic network. Along with that, always maintain the neat and clean dike traffic routes...

Regarding violations in the project to build a flower and ornamental garden at Tan Boi Land, old Hiep Thuan Commune (Phuc Tho Hoa Bay project), comrade Nguyen Manh Quyen noted that the Department of Agriculture and Environment and related departments and branches should focus on coordinating to remove existing problems based on the provisions of the law, Resolution No. 21/2025/NQ-HDND has regulations on "using and exploiting agricultural land funds at river banks, floating beaches on diked rivers for agricultural production, ecological agriculture" and "using and exploiting agricultural land funds at river banks, floating beaches on diked rivers for agricultural production combined with tourism, experiential education" and based on the actual situation to resolve difficulties and problems as soon as possible...
