Storm No. 3 is moving towards the mainland, Hanoi is expected to be the area affected by heavy rain and strong winds.
In order to prevent and minimize the damage caused by storms and floods, on July 21, the Hanoi Department of Culture and Sports issued Document No. 3022/SVHTT-QLDSVH to the People's Committees of communes and units managing relics and scenic spots in Hanoi on natural disaster prevention and control at historical-cultural relics and scenic spots in Hanoi.
The dispatch clearly stated that, implementing Official Dispatch No. 3550/CD-BVHTTDL dated July 19, 2025 of the Ministry of Culture, Sports and Tourism and the direction of Hanoi City on focusing on responding to storm No. 3 in 2025, the Department of Culture and Sports requested the People's Committees of communes and wards in Hanoi City; the Center for Conservation of Thang Long-Hanoi Heritage; the Management Boards of relics: Hanoi Monuments and Landscapes, Temple of Literature - Quoc Tu Giam, Hoa Lo Prison to direct functional departments and offices to urgently implement measures to prevent, combat and overcome the consequences caused by storms and floods.
Localities and units need to strictly implement the direction of the Ministry of Culture, Sports and Tourism and the city on responding to storm No. 3; check and review the power supply system in relics; proactively deploy plans to protect historical and cultural relics in the management area; temporarily suspend entertainment and tourism activities during flood warnings.
The Hanoi Department of Culture and Sports also requested localities to direct competent authorities to strengthen the effectiveness of natural disaster prevention and control, avoid incidents at relics to minimize damage caused by storms and floods; create a location map, a statistical list of damaged relics and artifacts after the incident, as a basis for comparison, restoration, overcoming consequences and clearly defining the responsibilities of related organizations and individuals (if any).
For degraded relics, especially those that are seriously degraded and at risk of collapse, located near rivers and lakes, measures need to be taken to prevent natural disasters and floods.
For relics being demolished or under construction, effective protection measures are needed to avoid damage caused by storms and floods, and ensure safety during the restoration and embellishment of the relics.
For riverside relics, it is necessary to proactively monitor flood developments through mass media and notifications from local authorities, relevant ministries and branches to promptly take measures to ensure the safety of people and property; closely coordinate with relevant units to deploy flood response plans; fully prepare forces, means and materials to move artifacts, worship items and important documents to safe places; organize to overcome consequences according to instructions from competent authorities.
The Hanoi Department of Culture and Sports also requested localities and units to maintain regular cleaning at relics; arrange garbage collection and transportation points according to regulations; ensure the relic landscape is green, clean and beautiful; strengthen security and order in the area, in order to stabilize the situation related to religious and belief activities at relics; inspect, guide and propagate organizations, individuals, and the Relic Management Subcommittee to properly implement fire prevention, fire fighting, natural disaster prevention, and the restoration and rehabilitation of relics according to legal regulations.
