
Expecting breakthroughs from the value chain
As a retired agricultural official, Mr. Tong Phuoc Thuan (Tien Ky commune) is deeply interested in the orientation of agricultural and forestry development in the draft congress document. According to him, the new point in this draft is that the city has shifted its focus from agricultural production thinking to agricultural economic thinking, approaching multi-value, integrating production with eco-tourism, processing industry, science and technology and global trade.
From production practices in different sub-regions in the city, Mr. Thuan believes that it is necessary to focus on developing garden economy and farm economy in an ecological and modern direction, creating key products associated with regional characteristics.

Products such as: moldy bananas, organic cinnamon, wild vegetables, hill chickens or stream fish need to be traced and certified according to standards (VietGAP, organic, GACP-WHO...) to participate in the sustainable value chain. In addition, the establishment of industrial zones for deep processing of food and medicinal materials is a prerequisite to increase the value of Da Nang agricultural products.
"In addition, the role of applying high technology in aquaculture and medicinal herbs, industries with development potential in midland and coastal areas, is also very important. The One Commune One Product (OCOP) project should be integrated with high-tech agricultural planning, creating a spread of productivity and quality in the coming period," Mr. Thuan shared.

According to Mr. Thuan, the government needs to create a playground for large corporations and companies to connect with local cooperatives and cooperative groups. They are the bridge to bring farmers' products to the global market. This model both promotes the strengths of people who own production land and overcomes the situation of small-scale, fragmented production.
Regarding forestry, it is necessary to change the structure towards planting large timber forests, mixed-species forests, exploiting the strengths of non-timber trees such as bamboo, rattan, areca, and medicinal plants under the forest canopy. At the same time, strengthen the carbon credit market to increase the value of forests.

Food production needs to be linked to product processing and consumption according to the commodity value chain. When value chain thinking becomes the foundation in agricultural and rural strategic planning in Da Nang, there will be an opportunity to fundamentally shift the economic balance."

Promote green agricultural production
From the perspective of a grassroots socio-political organization, Mr. Le Nho Dan, Vice Chairman of the Vietnam Fatherland Front Committee of Duy Xuyen commune and Chairman of the Commune Farmers' Association, said that the draft document with a strategic vision to 2045 emphasizes the role of green economy, circular economy, ecological urban areas and people as the center of development.

Mr. Dan highly appreciated the city's attention to rural areas, where there is a large production area and a large agricultural population. This is a favorable condition for the development of specialized, concentrated, and modern agriculture. However, reality also shows many difficulties, from harsh weather to asynchronous irrigation and transportation infrastructure. Access to science and technology is still limited, and the number of young workers leaving the countryside is increasing.
"In many areas, people are forced to abandon their production areas due to low farming efficiency. The city needs to have policies to support the conversion of more suitable crop varieties and invest in infrastructure to serve production," Mr. Dan suggested.

Representatives of the Farmers’ Association of Duy Xuyen commune also proposed to combine agricultural production development with eco-tourism and experience, gradually transforming sustainable livelihoods for local people. Integrating agricultural production with tourism activities not only helps increase the value of agricultural products, but also contributes to preserving indigenous culture and attracting socialized resources to rural areas.
Recently, the Commune Farmers’ Association has been promoting and connecting outlets for local specialty products. Mr. Le Nho Dan said that it is necessary to have vocational training policies, support the establishment of new cooperatives, and create conditions for farmers to access credit, e-commerce, and digital transformation.
