The Prime Minister also approved a reduction in the time for processing procedures for granting driving licenses from 7 working days to 4.5 working days (a reduction of 2.5 working days); a reduction in the time for processing procedures for exchanging driving licenses from 5 working days to 3.5 working days (a reduction of 1.5 working days); and a reduction in the time for processing procedures for reissuing driving licenses from 5 working days to 3.5 working days (a reduction of 1.5 working days).

Eliminate the procedure for re-issuing driving test licenses for driving test centers

At the same time, the Prime Minister also decided to abolish the procedure for re-issuing driving test licenses for type 1, type 2, and type 3 driving test centers in cases where the license is damaged, lost, or the name of the testing center has been changed, because when the paper version of the driving test license is damaged or lost, the electronic version will be used; in case of changing the name of the testing center, it will be adjusted in the electronic environment.

The Prime Minister also decided to abolish the procedure for re-issuing driving test licenses for type 1, type 2, and type 3 driving test centers in specific cases.

30% discount on vehicle registration fees

According to the plan to simplify administrative procedures, the procedures: First-time online vehicle registration for domestically assembled and imported vehicles; changing and re-issuing vehicle registration certificates and license plates using partial or direct online public services;... are supplemented with regulations that vehicle registration results are integrated on the individual's VNelD and vehicle registration fees and charges are reduced by 30% according to the fees and charges currently applied in provinces and centrally run cities.

At the same time, the Prime Minister also approved a 30% reduction in vehicle registration fees and charges according to the fees and charges currently applied in provinces and centrally-run cities when performing the following procedures: Temporary vehicle registration is performed using the full online public service; temporary vehicle registration is performed using the partial online public service or directly.

Transfer vehicle ownership on the Public Service Portal

Regarding the procedures for issuing vehicle registration certificates and license plates in case of vehicle ownership change (vehicle name transfer registration), the simplified contents include: Piloting the implementation of electronic ownership transfer transactions for vehicle name transfer on the public service portal; implementing the implementation in localities with complete marriage data.
