To remove obstacles for agricultural product exporting enterprises, especially in proving the origin of raw materials, the Import-Export Department (Ministry of Industry and Trade) issued Document No. 866/XNK-XXHH. Accordingly, for domestically purchased raw materials without value-added invoices (common in agricultural products), enterprises can use the list according to the prescribed form (Appendix II of Circular 44/2023/TT-BCT) without confirmation from local authorities, if the goods meet the "WO" criteria (pure origin).
The Ministry of Industry and Trade emphasized that current regulations on C/O issuance dossiers (Decree 31/2018/ND-CP) do not require local certification. The C/O issuing authority may request additional flexible documents (such as confirmation of associations, cooperatives, field inspections) if necessary.
Previously, the Vietnam Pepper and Spice Association (VPSA) proposed to resolve this issue because many localities refused to confirm the list, causing difficulties for businesses, especially with the agricultural sector purchasing from small-scale farmers without issuing invoices. VPSA also proposed to review the list regulations for some key agricultural products in the long term and apply more flexible verification methods.
Experts assess that the new guidance from the Ministry of Industry and Trade is timely and important, creating flexibility for businesses, minimizing administrative procedures, and removing bottlenecks in proving origin, helping to promote agricultural exports.
